A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR
HIS DESIGNEE, TO SUBMIT AN APPLICATION TO THE FLORIDA
INLAND NAVIGATION DISTRICT, WATERWAYS ASSISTANCE
PROGRAM, IN AN AMOUNT ESTIMATED AT $30,000; AUTHORIZING
THE PROVISION OF A MATCH OF $30,000 TO BE VALUED FROM THE
CITY'S IN-KIND SERVICES FOR THE PROJECT; AUTHORIZING THE
ACCEPTANCE OF THE GRANT, IF AWARDED; AND APPROPRIATING
THE FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT.
WHEREAS, the Florida Inland Navigation District, through its Waterways AssistalcU
Program has provided funding over the years of $34 million to local governments within the Disl:ric t
to perform waterways improvement projects; and
WHEREAS, project types eligible for funding include public navigation, public watenva'
access facilities, public recreation, inlet management, beach renourishment, environme1tc I
education, and boating safety projects directly related to the waterways with applications being:lul
in the District office by April 1, 1997; and
WHEREAS, the program has a matching funds requirement of $1 for every $1 of grant;
fund which may be met with cash or in-kind project costs; and
WHEREAS, the Administration has designed a program to improve access to pLbli;
waterways, as well as improve boating safety through education to boaters; and
WHEREAS, the matching funds requirement may be met through the valuation of salarie~,
in-house project management, and other in-kind services, and no new allocation of General Fund)
monies is expected as a result of this grant.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION 0=
THE CITY OF MIAMI BEACH, FLORIDA that the City Manager, or his designee is hereb,
authorized to submit an application to the Florida Inland Navigation District, Waterways Assistanc~
Program, in an amount estimated at $30,000; authorizing the provision of a match of $30,00D t)

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
The Florida Inland Navigation District, through its Waterways Assistance Program has provided
funding of $34 million over the years to local governments within the District to perform waterwa~ s
improvement projects. Projects eligible for funding include: public navigation, public waterway.
access facilities, public recreation, inlet management, beach renourishment, environmental
education, and boating safety projects directly related to the waterways.
Applications are due in the District office by April 1, 1997. The program has a matching funds
requirement of $1 for every $1 of grants fund. The requirement may be met with cash or in-kind
project costs.
ANALYSIS:
The City's Development, Design and Historic Preservation Services Department, together with th,e
Beach Patrol, and the Engineering Section of the Public Works Department, has designed 3
program to improve access to public waterways, as well as to improve boating safety througl1
enhanced public education to boaters. The proposed project would provide increased accessibility

to public waterways, and improve the safety of the waterways. The project is divided into thn~e
components, as follows:
*
Repairs to the existing seawall;
*
Improvements to underwater utilities' signage and markers; and
*
A program of water safety education. The program will include community-wide
training sessions and the development of brochures and flyers to be distributed to
recreational watercraft users, renters and concessionaires, and boaters.
The matching funds requirement may be met through the valuation of salaries, in-house project
management, and other in-kind services. No new allocation of General Funds monies is expected
as a result of this grant.
CONCLUSION:
The Administration recommends the adoption of the attached Resolution authorizing the City
Manager, or his designee, to submit an application to the Florida Inland Navigation District,
Waterways Assistance Program, in an amount estimated at $30,000; authorizing the provision::>f
a match of $30,000 to be valued from the City's in-kind services for the project; authorizing the
acceptance of the grant, if awarded; and appropriating the funds in compliance with the terms ::>f
the grant.

The purpose of this project is to replace the deteriorated seawalls in .:~
City of Miami Beach, specifically for this project, the seawall on Dade

preparation of engineering plans, specifications, surveying and permit
documents.

3. That it has the ability and intention to finance its share of the cost of the pIOject

national origin in the use of any property or facility acquired or developed pursuant to ':hi i
proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights A:t of
1964, P. L. 88-352 (1964) and design and construct all facilities to comply fully with stat ltes
.. relating to accessibility by handicapped persons as well as other federal, state and local
laws, rules and requirements.
5. That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
6. That it will make available to FIND if requested, a post-audit of expenses
incurred on the project prior to, or in conjunction with, request for the final 10% of the
funding agreed to by FIND.
