SUBJECT: FREIGHT LOADING ZONE (FLZ) ADJUSTMENTS — ENTERTAINMENT DISTRICT
On January 19, 2017, Letter to Commission (LTC) No. 031- 2017, with the subject of Freight
Loading Zone (FLZ) — Adjustments was send to the Mayor and Commission providing an
update related to the ajustments of FLZ location on Washington Avenue resulting in an 18%
increase in metered parking hours for patron use.
Subsequently, at the Transportation, Parking, Pedestrian - Bicycle Facilities Committee
(TPPBFC) meeting held on Monday, February 13, 2017, a discussion was held related to the
potential underutilizatlon of FLZ locations along the entertainment district side streets (Ocean
Drive to Washington Avenue /100 and 200 blocks) and similar opportunities to return some level
of metered parking space hours.
The Parking Department monitored FLZ usage from 6th Street to 15th Street between Ocean
Drive and Washington Avenue during the remaider of the month of February 2017. As a result,
the following adjustments are being implemented:
• Removal of two (2) FLZ locations, one each on the 100 block and 200 block of 6th Street.
• Reduction of parking spaces dedicated to FLZ.
• Reduction of hours at all other FLZ locations (100 and 200 blocks)
These adjustments will increase metered parking availability through the corridor and maximize
efficiencies of parking space use by patrons and purveyors. The following depicts existing
conditions and the aforementioned adjustments are italicized:

The aforementioned adjustments in dedicated hours and parking spaces for freight loading on
all side streets (6th Street to 15th Street) between Ocean Drive and Washington Avenue result in
a 35% increase in metered parking hours and 14% increase in parking spaces available for
patron use.
