RESOLUTION NO. 97-22328
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE ISSUANCE OF A REQUEST FOR
QUALIFICATIONS FOR GOLF COURSE ARCHITECTURAL SERVICES FOR THE
REDESIGN OR RENOVATION, OR A COMBINATION REDESIGN AND RENOVATION,
OF THE BA YSHORE, NORMANDY SHORES AND PAR 3 GOLF COURSES.
WHEREAS, the Mayor and City Commission, the Administration and residents have placed a
renewed emphasis on the value and benefits of the City's golf courses; and
WHEREAS, this renewed emphasis resulted in the creation of the Golf Course Ad Hoc Committe:l,
charged with the task of making recommendations for the future direction of the City's golf courses; and
. WHEREAS, one of the Golf Course Ad Hoc Committee's recommendations was to retain the ser,...ic'~s
of a qualified golf course architect to evaluate the current conditions of the City's courses and propo:,e
conceptual designs for the redesign, renovation, or a combination of redesign and renovations, foreal:h
course; and
WHEREAS, the attached Request for Qualifications was prepared with the input of the Golf Cc un e
Ad Hoc Committee and the Golf Advisory Board; and
WHEREAS, the first step in the selection of a qualified golf course architect is the issuance cf tI e
attached Request for Qualifications.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF n.E
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve the issuan;e )f
a Request for Qualifications, in substantially the attached format, for golf course architectural services fer tI e

Approve the resolution authorizing the issuance of the attached Request For Qualifications.
BACKGROUND:
In recent years the City of Miami Beach Mayor and Commission, Administration and residents have placed a rem:WI d
emphasis on the value and benefits of the Bayshore, Normandy Shores and Par 3 golf courses. This is evidenced by tl e
growing number of requests for improved quality and maintenance of the courses, enhanced service levels h 11 e
clubhouses and an increased number of golfers comprised of residents, guests and conventioneers playing at Ci y
courses.
In response to these requests the City Commission appointed the Golf Course Ad Hoc Committee to work in conjun~ti( n
with the Golf Advisory Board and the Administration to evaluate the present conditions of the golf courses, mal e
recommendations as to the future management of the golf courses, identify capital improvements needed at each co urs :,
and discuss possible options for financing the capital improvements.
On May 1, 1996 the City Commission referred the recommendations of the Golf Course Ad Hoc Committee t,) tl e
Capital Improvements/ Finance Committee. These recommendations included:
. The selection of a interim management company upon the conclusion of the American Golf Corpor; ,tic 11
contract.
. Capital improvements for each course to be completed separately.
. Financing for the capital improvements be secured through the issuance of revenue bonds; participation b i 11 e
hotels; and/or a portion of the $35 million obtained from Dade County/Miami Beach negotiations.
Since the Capital Improvements/ Finance Committee meeting held May 3, 1996 and subsequent discussion of 11 e
recommendations at the May 15, 1996 City Commission meeting the Golf Course Ad Hoc Committee, Golf Adv SOl Y
Board and Administration have accomplished the first recommendation, that of selecting an interim firm to managene It
the golf courses. On September 11, 1996 the City Commission approved a three (3) year management agreement wi; b.
the Chuck Hart Management Group, Inc. for the operation of the courses.

ANALYSIS:
The second recommendation of the Golf Course Ad Hoc Committee was to identify the scope, extent and costs oftt e
capital improvements necessary to upgrade the courses. The initial step in accomplishing this recommendation i, tt e
issuance of the attached Request For Qualifications for golf course architectural services for the redesign or renovaltiOl s
of the courses.
This Request For Qualifications was prepared with the input of the Golf Course Ad Hoc Committee and Golf Adv SOl y
Board and recommended for issuance by both groups. In addition to the generally followed distribution proced!lre "
the Request For Qualifications notices will be distributed to nationally and internationally recognized golf Cfiun e
architects via a professional newsletter, notifications to professional organizations and direct mailing.
CONCLUSION:
The approval ofthe attached Resolution authorizing the issuance of the Request For Qualifications for Golf Coune
Architectural Services will enable the City to continue the plan developed to improve and upgrade the BaysJOr:,
Normandy Shores and Par 3 golf courses.
