LTC 202-2017 CodeRED Emergency Notification Systemiv\ BEACH OFFICE OF THE CITY MANAGER NO, LTC# 202-2017 LETTER TO COMMISSION TO: Mayor Philip Levine and Member of the CitCommission FROM: Jimmy Morales, City Manager DATE: April 18, 2017 SUBJECT: CodeRED Emergency Notification System This letter to Commission is provided to inform you of the city's expanded use of the CodeRED Emergency Notification System, operated by the Department of Emergency Management (DEM). In an effort to keep children safe while in city parks and recreation facilities, select members of the Police Department and the Parks and Recreation Department will now be notified via the CodeRED system which prompts immediate notification via phone/text/email/voicemail to designated recipients. The alert will be initiated by DEM or the Police Shift Commander as a precaution in the following instances: • Active Shooter • Credible Bomb Threat • Missing/Abducted Child • Police/Fire Activity in the Area • Airborne Chemical/Bio-Hazard • Any Incident that Would Require an Immediate Department Response Once an alert is received, recipients are instructed to call DEM at a pre -designated phone number for more information. Recipients are also expected to take immediate action and initiate protective measures to keep children, and others who may be in the area, safe. Recipients will also be notified once the all clear is given. As a related and necessary component of our comprehensive safety protocols, the Department of Emergency Management, in conjunction with the Police and Fire Departments, and Risk Management, has developed a Citywide Emergency Procedure and Evacuation Plan. A 2 -hour training course, developed in 2015, continues to be offered for all city personnel. The course focuses on the plan and addresses employee's roles and responsibilities. Additionally, site visits are routinely conducted at all city properties in an effort to identify primary and secondary rally points that are used in the event of an emergency evacuation. Finally, each City of Miami Beach Department Director has been asked to identify an Emergency Floor Coordinator and Deputy Emergency Floor Coordinator for inclusion in the CodeRED Notification System, and for additional training. Other security efforts also include "All -Hazards Vulnerability Assessments" of all city buildings, and when complete, will contain a summary review for future improvements.
