97-22329 RESO RESOLUTION NO. 97-22329 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION TO THE U.S. DEPARTMENT OF COMMERCE, NA TIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION, TELECOMMUNICATIONS INFORMATION INFRASTRUCTURE ASSISTANCE PROGRAM, IN AN AMOUNT ESTIMATED AT $500,000; AUTHORIZING THE PROVISION OF A MATCH OF $125,000 TO BE VALUED FROM THE CITY'S CURRENT INVESTMENT IN TELECOMMUNICATIONS SYSTEMS; AUTHORIZING THE ACCEPTANCE OF THE GRANT, IF AWARDED; AND APPROPRIATING THE FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT. WHEReAS, the U.S. Department of Commerce, has issued a nationwide competition forfurldir 9 under the Telecommunications and Information Infrastructure Assistance Program, to assi:;t organizations by promoting the widespread use of advanced telecommunications and informdtic n technologies in the public and non-profit sectors; and WHEREAS, by providing matching grants for information infrastructure projects, this proWa n will help develop a nationwide, interactive, multimedia information infrastructure that is accessible:o HII citizens; and WHEREAS, completed applications must be submitted by March 27, 1997; and WHEREAS, the City Clerk's Office, together with the Fire Department, the Police Departmer t, and the Telecommunications Division, has designed a program to develop a regionwide, multirred a information project that will be accessible to all citizens; and WHEREAS, the proposed project would tie in all types of telecommunications into one maj lr system which would provide some level of inter-activity to the public and help the City to coordina e such an endeavor (including public meetings, etc.); and WHEREAS, the result would be a multifaceted, multi-technical system that ties together all the! e technologies into one system and includes those systems the City is already working on. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF TH E CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee are hereby authorizE!d 0 submit an application to the U.S. Department of Commerce, National Telecommunications ar d Information Administration, Telecommunications Information Infra-structure Assistance Program, in en amount estimated at $500,000; authorizing the provision of a match of $125,000 to be valued from tt e City's current investment in telecommunications systems; authorizing the acceptance of the grant, if awarded; and appropriating the funds in compliance with the terms of the ant. BACKGROUND: The U.S. Department of Commerce, National Telecommunications and Information Administratior , has issued a nationwide competition for funding under the Telecommunications and Informatiol Infrastructure Assistance Program, to assist organizations by promoting the widespread USI~ c f advanced telecommunications and information technologies in the public and non-profit sect')rl:. By providing matching grants for information infrastructure projects, this program will help devE!lop a nationwide, interactive, multimedia information infrastructure that is accessible to all citizem. Completed applications must be submitted by March 27, 1997. The City Clerk's Office, toge1he' with the Fire Department, the Police Department, and the Telecommunications Division 1a; designed a program to develop a regionwide, multimedia information project that will be accessibkl to all citizens. The proposed project would tie in all types of telecommunications into one major system which would provide some level of inter-activity to the public. The proposal would include a Planninq component, which would allow the City to put together representatives from all affected areas (fire, AGENDA ITEM C.'lL 3-15 -Q'7 DATE COMMISSION MEMORANDU~' MARCH 19, 1997 PAGE TN() emergency management, police, media, GIS system, etc.) and help the City to coordinate such a 1 endeavor (including public meetings, etc.) The proposal also includes a request for equipment lhct includes: Broadcast quality Radio equipment; Phone system; Computer hardware and software. The result would be a multifaceted, multi-technical system that ties together all these technolo!~ie; into one system and includes those systems the City is already working on, such as the 31:) system. ANALYSIS: The City of Miami Beach has always had a deep commitment to the welfare of its citizens. It is 1 fact that the need exists for enhanced information delivery to large segments of the population V1hc , because of reduced mobility, and special needs, may need special assistance in the event of a , evacuation.
