A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AT ITS FEBRUARY 17, 2017 MEETING AND APPROVING THE ADDITION OF TWO PART-TIME PARK RANGER POSITIONS AT THE NORTH SHORE PARK AND YOUTH CENTER FROM SALARY SAVINGS IN THE CURRENT FY 2016-2017. WHEREAS, at the January 11, 2017 City Commission meeting, Commissioner John Elizabeth Aleman referred a discussion item regarding funding for a permanent Park Ranger detail at the North Shore Park and Youth Center recreational area to the Neighborhood/Community Affairs Committee (NCAC); and WHEREAS, in light of recent illicit activities that have taken place at North Shore Park, two (2) Part-Time Park Rangers are being requested in order to provide uninterrupted service during peak park hours; and WHEREAS, one Park Ranger will always be on duty on weekdays from 3:00 p.m. to 9:00 p.m. and on weekends from 3:30 p.m. to 9:00 p.m. and any surplus hours may be used to rove other North Beach Parks, cover breaks at North Shore Park and Youth Center, and be available for emergency coverage; and WHEREAS, at the February 17, 2017 NCAC meeting, a positive recommendation was made to find funding during the current 2016-2017 fiscal year to add Park Rangers to North Shore Park and Youth Center; and WHEREAS, John Rebar, Parks and Recreation Director, stated that the recommendation is to have two Part-time Park Ranger positions cover peak hours in the identified areas of concern; and WHEREAS, Mr. Rebar asked the Committee if these positions were to be an enhancement for the FY 2017-2018 Budget or if it is something they wish to have now and Commissioner John Elizabeth Aleman stated that the temporary rangers are something we cannot take a way and it needs to be continued during the current 2016-2017 fiscal year; and WHEREAS, after discussions with the Budget Department, during this fiscal year (FY 2016-2017) the two Part-time Park Ranger positions may be funded with salary savings; and WHEREAS, this item will also be discussed during the FY 2017-2018 budget development process for funding options in the upcoming fiscal year. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Neighborhood/Community Affairs Committee at its February 17, 2017 meeting and hereby approve the addition of two Part-tim- - Ranger positions for coverage at North Shore Park llland Youth Center from salary savings in th=s.�`'ln�l' �.9u4,-2017 budget.
