RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE WRITTEN
RECOMMENDATION OF THE CITY MANAGER (AS FURTHER SET
FORTH IN THE CITY COMMISSION MEMORANDUM ACCOMPANYING
THIS RESOLUTION) AND WAIVING, BY5/7THS VOTE, THE FORMAL
COMPETITIVE BIDDING REQUIREMENT, FINDING SUCH WAIVER TO
BE IN THE BEST INTEREST OF THE CITY, AND AUTHORIZING THE
CITY ADMINISTRATION TO NEGOTIATE AN AGREEMENT WITH
MYEQUILIBRIA IN AN AMOUNT NOT TO EXCEED $175,000.00, FOR
THE OUTDOOR FITNESS EQUIPMENT AND INSTALLATION WITHIN
THE MUSCLE BEACH AREA OF LUMMUS PARK; AND FURTHER
AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE
THE AGREEMENT UPON CONCLUSION OF SUCCESSFUL
NEGOTIATIONS.
WHEREAS, during the FY 2017 Budget Hearings, $200,000 was funded to upgrade the
existing aged exercise circuit east of the rock wall at Lummus Park and 9t" Street, also known
as Muscle Beach; and
WHEREAS, the upgrade was originally recommended by the Ocean Drive Task Force
and approved by City Commission on March 9, 2016; and
WHEREAS, Muscle Beach serves as not only an outdoor area for exercise, weight lifting
and gymnastics, but is also a highly visited area for beach -goers and tourist ; and
WHEREAS, with its unique setting adjacent to the Atlantic Ocean, at a time in which
outdoor fitness is at its fastest growth in the health market, the Administration desires to
upgrade and modernize the existing outdoor fitness equipment located at Muscle Beach; and
WHEREAS, as part of the product research process the Procurement Department issued
RFI 2017 -154 -WG Artistic Outdoor Equipment, which specifically targeted vendors to submit
fitness equipment options which meet the goals of combining art, technology and fitness, and
inspire, motivate and attract residents and visitors to be physically fit; and
WHEREAS, the City received six submittals in response to the issued RFI and after
conducting research on several different types of outdoor fitness equipment the Parks and
Recreation Department and has found great interest in MyEquilibria's outdoor fitness
equipment; and
WHEREAS, MyEquilibria designs and develops innovative products that challenge
existing conventions surrounding fitness equipment, and is thereby shaping the future of
outdoor wellness; and
WHEREAS, Gian Luca Innocenzi, founder of MyEquilibria, is a seasonal Miami Beach
resident and is considered to be a fitness expert; and
WHEREAS, the designer, Vito Di Bari, is also a seasonal resident in Miami Beach, and
has been noted as one of the three most important futurists in the world; and
WHEREAS, MyEquilibria's nature -inspired structures have been designed to maximize
muscle toning during workouts, combining the most effective exercises such as yoga, athletics,
stretching, strength, gymnastics, calisthenics, boot camp and more; and
WHEREAS, the MyEquilibria high-end fitness equipment redefines the workout
experience, and will bring art and functionality to Muscle Beach; and
WHEREAS, the installation of this provocative and innovative installation will be fully
accessible to visitors and residents, and will be the first of its kind in a public park in the United
States; and
WHEREAS, the installations proposed for Muscle Beach at Lummus Park are depicted in
Exhibit A to the City Commission Memorandum accompanying this Resolution, and the site map
for Muscle Beach with the equipment layout is set forth in Exhibit B thereto; and
WHEREAS, at the March 13, 2017 Historic Preservation Board meeting, application
HPB17-0092 was submitted proposing the MyEquilibria's outdoor fitness equipment to be
installed in Lummus Park and was unanimously approved.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the written recommendation of the City Manager (as further set forth
in the City Commission memorandum accompanying this Resolution) and waiving, by 517th vote,
the formal competitive bidding requirement, finding such waiver to be in the best interest of the
City and authorizing the City Administration to negotiate and agree with MyEquilibria in an
amount not to exceed $175,000.00 for the outdoor fitness equipment and installation within the
Muscle Beach area of Lummus Park; and further authorizing the City Manager and City Clerk to
execute the Agreement upon conclusion of successful negotiations.

RECOMMENDATION
City Commission 5/7ths vote accepting the written recommendation of the City Manager and
waiving, by 517th vote, the formal competitive bidding requirement, finding such waiver to be in the
best interest of the City and authorizing the City Administration to negotiate and agree with
MyEquilibria in an amount not to exceed $175,000.00, for the outdoor fitness equipment, product
specifications for permit, packaging, shipping and vendor's portion of the installation for muscle
beach located in Lummus Park; and further authorizing the City Manager and City Clerk to execute
the agreement, upon conclusion of successful negotiations.
ANALYSIS
During the FY 2017 Budget Hearings, $200,000 was funded to upgrade the existing aged
exercise circuit east of the rock wall at Lummus Park and 9th Street, also known as Muscle
Beach. The upgrade was originally recommended by the Ocean Drive Task Force and
approved by City Commission on March 9, 2016.
Muscle Beach serves as not only an outdoor area for exercise, weight lifting and gymnastics,
but is also a highly visited area for beach -goers and tourist. With its one of a kind setting
adjacent to the ocean and at a time when outdoor fitness is the area with the fastest growth in
the health market, the need to upgrade and modernize the equipment is needed.

As part of the product research process the Procurement Department issued RFI 2017 -154 -
WG (Exhibit C) Artistic Outdoor Equipment. The RFI specifically targeted vendors to submit
fitness equipment options which meet the goals of combining art, technology and fitness, and
inspire, motivate and attract residents and visitors to be physically fit.
The City received six submittals in response to the issued RFI.
After conducting research on several different types of outdoor fitness equipment the Parks
and Recreation Department and has found great interest in MyEquilibria's outdoor fitness
equipment. MyEquilibria is shaping the future of outdoor wellness and challenges every
convention surrounding fitness equipment. Gian Luca Innocenzi, founder of MyEquilibria, is a
seasonal Miami Beach resident and is considered to be one of the major experts in the area of
fitness.
The designer, Vito Di Bari, is also a seasonal resident in Miami Beach and has been defined as
one of the three most important futurist in the world. Each of his MyEquilibria nature inspired
structures have been designed to maximize muscle toning during workouts, combining the most
effective exercises such as yoga, athletics, stretching, strength, gymnastics, calisthenics, boot
camp and more. This high-end fitness equipment redefines the workout experience and will
bring art and functionality to the beach. Furthermore, the installation of this provoking and
refreshing artwork will be fully accessible to visitors and residents while being the first of its kind
in a public park in the United States.
The installations proposed for Muscle Beach at Lummus Park are shown on Exhibit A. The

At the February 1, 2017 Parks and Recreational Facilities Advisory Board meeting, the
following motion passed in regards to the Muscle Beach project 8-3: "The Parks and
Recreational Facilities Advisory Board is delighted that the City Commission has allocated
$200,000 toward the renovation of Muscle Beach within Lummus Park. The Board has looked
at the design presented and recommends that we see other designs which also have an artistic
and functional flare and perhaps include additional fitness equipment beyond what we see in this
proposal."
On February 27, 2017, the Miami Design Preservation League wrote an email to the Parks and
Recreation Department in support of the Muscle Beach equipment proposal. The Ocean Drive
Association submitted a letter on March 2, 2017 stating that the association "is in full support of
this unique and 'one of a kind' installation for Lummus Park."
At the March 13, 2017 Historic Preservation Board meeting, application HPB17-0092 was
submitted proposing the MyEquilibria's outdoor fitness equipment to be installed in Lummus
Park. The application received a unanimous approval from board, a positive review and the
board members overall showed their excitement for the project.

ARTISTIC OUTDOOR EQUIPMENT
1. Introduction and Purpose. The City of Miami Beach, Florida (hereinafter referred to as the
"City") is internationally recognized for its iconic architecture and art in public places. The City is
also a center for outdoor fitness and recreation activities. The City desires to consider
combining its outdoor fitness options with its world renowned design aesthetic, thereby
promoting a fit and healthy culture within iconic artistic settings. To this end, the City wishes,
through this Request for Information (RFI), to receive information from manufacturers or dealers
of outdoor fitness equipment options that incorporate elements of art or technology.
Interested parties should submit detailed information on its outdoor fitness equipment options
that it deems to meet the goals of combining art, technology and fitness, and inspire, motivate
and attract residents and visitors to be physically fit.
Interested parties should submit information in accordance with Section 2 of this RFI.
Any questions regarding this RFI should be submitted to William Garviso, Procurement
Contracting Officer II, at williamaarvisoamiamibeachfl.dov or 305-673-7490.
The City is not required to act upon any information obtained through this RFI. The City may
consider releasing a competitive solicitation as a result of the information obtained via this RFI,
may pursue a procurement based on the purchase authorities expressed in its administrative
code, or may take no action as a result of this RFI.
2. Response Requirements: Submit one (1) hard copy "original" marked as such, and one (1)
electronic copy (CD-ROM, USB flash drive, etc.). In keeping with the City's sustainability
program, RFI hard copies should be printed when possible on paper containing a high level of
post -consumer recycle content. Responses should contain the following:
2.1. Respondent Information. Including:
1. Company legal/registered name.
2. Company mailing and physical address.
3. Company Website URL (if available).
4. Name of company representative that will be the primary point of contact
for inquiries.
5. Contract representative's telephone number (toll-free preferred).
6. Contact representative's e-mail address.
7. Client List. Submit list of clients within the last three years for which the
respondent has provided product(s) similar to those described herein.
2.2 Product Information. Submit detailed information on fitness equipment that
combines art or technology. Emphasis should be given to those products that are unique
or iconic in nature. Additionally, given its coastal environment, products should be
composed of materials that are resistant to salt water environments.
2.3 Additional information. Identify all ordering instructions, installation requirements,
sample contracts and available discounts for all products submitted.

2.4 References. Submit a list of relevant references for current installations of the
