AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO. 789, THE
CLASSIFIED EMPLOYEES SALARY ORDINANCE OF THE CITY OF MIAMI
BEACH, FLORIDA, BY ADDING THE FOLLOWING CLASSIFICATIONS TO
GROUP V REPRESENTED BY THE GOVERNMENT SUPERVISORS
ASSOCIATION OF FLORIDA (GSAF): CODE COMPLIANCE SUPERVISOR,
COMMUNICATIONS SUPERVISOR, PROPERTY / EVIDENCE SUPERVISOR,
PUBLIC SAFETY PAYROLL ADMINISTRATOR, SECURITY SPECIALIST,
AND UTILITY BILLING SUPERVISOR, ALL OF WHICH WERE PREVIOUSLY
CLASSIFIED AS UNCLASSIFIED EMPLOYEES IN ORDINANCE NO. 1605,
THE UNCLASSIFIED EMPLOYEES ORDINANCE; AMENDING AND
READOPTING ALL CLASSIFICATIONS AND GRADES IN ALPHABETICAL
ORDER; RENUMBERING ALL SALARY GRADES; DELETING THE
CLASSIFICATION OF WATER SERVICE REPRESENTATIVE; AND;.
PROVIDING FOR REPEALER, SEVERABILITY, AND AN EFFECTIVE DATE.
WHEREAS, the City has approximately 1,600 employees what are members of the
Classified service; and
WHEREAS, the Classified service are categorized into six (6) groups: Group I
represented by the American Federation of State, County and Municipal Employees (AFSCME)
Local 1554; Group II represented by the Fraternal Order of Police (FOP) William Nichols Lodge
No. 8; Group III represented by the International Association of Firefighters (IAFF) Local 1510;
Group IV represented by the Communications Workers of America (CWA) Local 3178; Group V
represented by the Government Supervisors Association of Florida (GSAF), OPEIU, Local 100;
and Group VI comprising of all other classifications in the Classified service not covered by a
bargaining unit (commonly referred to as "Others "); and
WHEREAS, there is a need to amend the Classified Salary Ordinance to add eight (8)
classifications, which have been deleted from Group VII in the Unclassified Salary Ordinance
No. 1605 and moved to Group V represented by the Government Supervisors Association of
Florida (GSAF) as stated in the Public Employees Relations Commission (PERC) Final Order
Clarifying Certificate 1205, Case No. UC- 2016 -019; and
and
WHEREAS, there is a need to delete the classification of Water Service Representative;
WHEREAS, there is a need to amend and readopt all classifications and grades in
alphabetical order for ease of reference.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA:
SECTION 1.
The salary grades for Group V are hereby re- numbered as follows for the first pay period ending
in April 2016:

SECTION 2. REPEALER.
That all ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 3. SEVERABILITY.
If any section, subsection, clause or provision of this Ordinance is held invalid, the
remainder shall not be affected by such invalidity.
SECTION 4. EFFECTIVE DATE.
This Ordinance shall take effect on the 4 day of /1' , 2017.

RECOMMENDATION
This item was heard in 1st reading on March 1st, 2017 and is set for 2nd reading on April 26th,
2017.
The Administration recommends to amend the Classifications represented in Group V of
the Classified Employees Salary Ordinance.
ANALYSIS
The City of Miami Beach has the following seven (7) salary groups:
Group I: "AFSCME" American Federation of State, County and Municipal Employees, Local
1554;
Group 1I: "FOP" Fraternal Order of Police, William Nichols Lodge No. 8;
Group III: "IAFF" International Association of Firefighters Local 1510;
Group IV: "CWA" Communications Workers of America Local 3178;
Group V: "GSAF" Government Supervisors Association of Florida, OPEI U, Local 100;
Group VI: "Others" comprised of all other classifications in the classified service not covered
by a bargaining unit; and

Group VII: "Unclassified" comprised of at -will employees.
The salary groups identified by bargaining units are represented under Group I through Group
V. Additionally, the City of Miami Beach has one classified salary group, not covered by a
bargaining unit reflected in Group VI. The unclassified employees listed in Group VII consists
of employees not covered by a bargaining unit and are at -will employees for the City of Miami
Beach.
Pursuant to the terms stated in the Public Employees Relations Commission (PERC), Final
Order Clarifying Certificate 1205, Case No; US -2016 -019, there is a need to amend Group V
represented by the Government Supervisors Association of Florida (GSAF) of the Classified
Employees Salary Ordinance. This amendment will result in adding eight (8) classifications from
the Unclassified Employees Salary Ordinance No. 1605, Group VII, to Group V, represented
by the Government Supervisors Association of Florida (GSAF).
Organizational changes and work demands have resulted in the need to amend and readopt all
Classifications and Grades in alphabetical order; renumber all salary grades; and delete the
classification of water service representative.
CONCLUSION
The Classified Employees Salary Ordinance No. 789 should be amended as set forth herein.
