THE DEP AGREEMENT No.CM516 entered on the 15th day of September 2016,between the STATE
OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (hereinafter referred to as the
"Department")and the CITY OF MIAMI BEACH,(hereinafter referred to as"Grantee")is hereby amended
as follows:
WHEREAS,due to a delay in completing the design phase of the project without an extension,the Grantee
determines that it is necessary to amend the Project Related Tasks and Deliverables and Budget,as shown in
Attachment A-1 to the Agreement;and
WHEREAS, the Department, acting as the Florida Coastal Management Program, agrees with the Grantee
that the amendment is needed.
NOW, THEREFORE,DEP Agreement No. CM516 is hereby amended as follows:
1. The Related Tasks and Deliverables and Budget in Attachment A is hereby deleted in its entirety and
replaced with the Revised Related Tasks,Deliverables and Budget,attached hereto as Attachment A-1 and
made part hereof Any reference to these sections of Attachment A shall be replaced by reference to the
corresponding sections of Attachment A-1.
In all other respects,DEP Agreement No. CM516 and attachments relative thereto, shall remain in full force and
effect.

Attachment A
Scope of Work
Initially, this project was designed to replace the current seawall removing the existing
mangroves that had naturally recruited in the area and the City had already acquired the
permits for the seawall removal and replacement, as well as made payments to the Everglades
Mitigation Bank regarding mitigation credits for the environmental impacts. However, the City's
Environment & Sustainability Division took over the project to redesign the seawall project to
protect the existing mangroves and potentially incorporate additional mangrove habitat and
native vegetation to the design and construction of the shoreline stabilization of the Park's
seawall, while removing invasive exotic plants. The Environment & Sustainability Division is
currently working on the redesign of this project and the permits acquired for the previous
design will be modified to address the protection of the existing mangrove in the area.The
project will also include three ADA-accessible overlooks that will allow park patrons to access
water views and serve as an educational tool (with signage) to connect the users to the living
shorelines.
Incorporating living shorelines to the shoreline stabilization of the Park's seawall rehabilitation
will provide shoreline protection to one of the key connection sites within the City. In addition,
integrating green infrastructure to the present structural stabilization will not only enhance the
waterfront revitalization and aesthetic value of the site, but also provide protection of
surrounding riparian and intertidal environment, creation of habitat for aquatic and terrestrial
species, and improvement of the water quality via filtration of upland run-off.
Furthermore, this project will be one of the City's pilot projects for a seawall rehabilitation
incorporating living shorelines and will be used as benchmark for other seawalls rehabilitation
projects, where incorporating green infrastructure could be feasible. Providing shoreline
stabilization and protection is fundamental for the City as global temperatures and sea levels
continue to rise, as well as storm surges will probably be amplified and heavy storms will likely
occur with greater frequency and intensity. Providing resilient initiatives will be crucial as these
changes are expected to exacerbate shoreline erosion and damage to property and
infrastructure, as well as increase flooding in low-lying areas across the City.

Project Location: Located at the southernmost entrance of North Beach by the 63rd Street
Bridge, the Indian Creek Park extends north along the water and west of Indian Creek Drive.
Summary:The City of Miami Beach is currently re-evaluating the rehabilitation of its seawalls to
protect native mangroves and incorporate green infrastructure for shoreline stabilization, and
would like to take the opportunity to integrate a hybrid shoreline stabilization system to the
Indian Creek Park seawall rehabilitation, including "living shorelines". Incorporating living
shorelines to the shoreline stabilization of the Park's seawall rehabilitation will provide shoreline
protection to one of the key connection sites within the City. Furthermore, this project will be
one of the City's pilot projects for a seawall rehabilitation incorporating living shorelines and will
be used as a benchmark for other seawalls rehabilitation projects, where incorporating green
infrastructure could be feasible.

Task 1: ($46,000.00) Design Plans;
The project is currently under the design phase at 60% plans. The plans have been submitted to
the environmental agencies to acquire permits modifications. In March the plans will go through
the City of Miami Beach Design Review Board and changes may have to be addressed within the
plans. The grantee will also have to address changes if required by the environmental agencies.
The grantee will have the 90% design plans completed by April 2017. The final plans will be at
100%completion by June 2017.
Deliverable: 1 - A complete hard copy of the design plans and a copy of the timeline for
contractor and all invoices of services provided.

Task 2: ($10,000.00) Renderings and Public Meetings;
The City values the residents'feedback on city projects,the grantee will provide a public meeting
in February 2017 and then another public meeting for the Design Review Board in March 2017.
The renderings will be used for both meetings in addition to any other meeting needed to present
this project. The grantee will also work on communication tools such as flyers and materials to
be shared with the public meetings attendees.
All materials created will include DEP, NOAA and FCMP logos. A sample or electronic version is
required to be sent to Toni.R.Clanton@dep.state.fl.us or 3900 Commonwealth Blvd. MS#235
