2017-29859 Reso RESOLUTION NO. 2017-29859 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,APPROVING PURSUANT TO RESOLUTION NO. 2016-29506, A TEMPORARY LANE CLOSURE FOR EMERGE AMERICAS, A SPECIAL EVENT SCHEDULED TO BE HELD AT THE MIAMI BEACH CONVENTION CENTER,TO CLOSE THE WESTERNMOST LANE OF WASHINGTON AVENUE,A MAJOR ROADWAY, FROM DADE BOULEVARD TO JACKIE GLEASON DRIVE, FROM JUNE 12, 2017 AT 6:00 AM THROUGH JUNE 13, 2017 AT 8:00 PM, INCLUDING DURING RESTRICTED RUSH HOUR PERIODS, TO ALLOW VALET OPERATION AND SHUTTLE DROP-OFF AND PICK-UP DURING THE EVENT. WHEREAS, eMerge Americas has become the preeminent conference for technology innovators, entrepreneurs and investors from across the Americas; and WHEREAS, the City of Miami Beach ("City") has hosted eMerge Americas in the Miami Beach Convention Center("MBCC")each year; and WHEREAS, the fourth edition of eMerge Americas will take place in Halls A & B of the MBCC from June 12 through 13, 2017; and WHEREAS, eMerge Americas will require valet operation,shuttle vehicle drop-off and pick- up, and loading access from a single lane of southbound traffic on Washington Avenue; and WHEREAS, eMerge Americas has supplied the City with a Maintenance of Traffic plan, which has been reviewed and approved by the Transportation Department and is included herein as Exhibit A; and WHEREAS, pursuant to Resolution 2016-29506,the City has adopted a policy requiring that all future special events requiring lane closures along major thoroughfares in the City of Miami Beach must obtain prior approval of the Miami Beach City Commission. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,that the Mayor and City Commission hereby approve, pursuant to Resolution No.2016-29506,a temporary lane closure for eMerge Americas,as set forth herein. RECOMMENDATION The Administration recommends approval. ANALYSIS The fourth edition of eMerge Americas, a two-day conference bringing together technology innovators, entrepreneurs and investors from across the Americas, will take place Monday June 12 and Tuesday, June 13 at the Miami Beach Convention Center (MBCC), Halls A and B. Key speakers at this year's conference will include Apple co-founder Steve Wozniak and Waze co- founder Un Levine. The conference will be the first public use of the MBCC since the conclusion of the construction blackout period. Because the show has typically been held on the west side of the MBCC, utilizing Convention Center Drive's aprons for valet and shuttle drop off, there is a need to close the single westernmost lane of Washington Avenue from Dade Boulevard to Jackie Gleason Drive for valet operation and shuttle drop-off and pick-up from area garages. The closure, as is detailed in the attached Maintenance of Traffic plan (MOT), will occur from Monday, June 12, 2017, at 6:00 am until Tuesday, June 13, 2017, at 8:00 pm. The times requested are continuous and do include uses during rush hour restricted periods. At the July 13, 2016 meeting of the Miami Beach Commission, Resolution 2016-29506 was adopted, henceforth requiring any new special event applicant seeking to close a road or lane of a major thoroughfare in the City of Miami Beach to seek approval from the Miami Beach Commission. eMerge Americas provided the city with the MOT, which has been reviewed and approved by the Transportation Department. eMerge Americas will hire Miami Beach off-duty Police to manage the closure.
