A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND
THE CITY ATTORNEY TO TAKE ANY AND ALL ACTIONS AS MAY BE
REQUIRED TO ESTABLISH A REWARD FUND FOR DONATIONS TO
ONE MIAMI BEACH, INC., A NOT-FOR-PROFIT 501(C)(3)
ORGANIZATION, FOR THE PURPOSE OF ESTABLISHING A POLICE
REWARD FUND TO PROVIDE ASSISTANCE TO THE CRIME-FIGHTING
EFFORTS OF THE MIAMI BEACH POLICE DEPARTMENT.
WHEREAS, pursuant to the recommendation of Mayor Philip Levine, the City
Commission established an independent not-for-profit 501(c)(3) organization "One Miami
Beach, Inc.," which was incorporated on February 11, 2014; and
WHEREAS, One Miami Beach, Inc., provides assistance to worthy and qualified needs
and projects in Miami-Dade County that are exempt purposes under Section 501(c)(3) of the
Internal Revenue Code of 1986, as amended, and may contract with for profit or other not-for-
profit entities to accomplish its mission and goals; and
WHEREAS, in policing, a reward program is particularly useful in serious, high-profile
cases where, in the early stages of the investigation, detectives may be short on leads and
there is still significant media interest in the crime; and
WHEREAS, the initial publicity about the crime and a reward often leads to criminal tips
to the police and a reward program to be implemented by One Miami Beach, Inc., is anticipated
to have a significant impact on solving some of the City's most challenging cases; and
WHEREAS, in order to assist with its efforts to apprehend and convict perpetrators of
serious crimes, such as shootings, murders, sexual assaults, and deadly hit-and-run accidents,
the Miami Beach Police Department would receive assistance from Crime Stoppers of Miami-
Dade County, Inc., a not-for-profit 501(c)(3) organization, for the purpose of broadcasting
reward offers, receiving telephone tips, and paying rewards after anonymous tips are carefully
vetted and an arrest and a conviction are obtained; and
WHEREAS, all monies donated to the police reward fund would be received by One
Miami Beach, Inc., and dispersed by One Miami Beach, Inc., only after the favorable
recommendation of the Miami Beach Police Chief to the Board of Directors of One Miami
Beach, Inc.; and
WHEREAS, the Mayor and City Commission deem it in the interest of the health,
welfare, and safety of the City to establish a reward donation fund through One Miami Beach,
Inc., with the assistance of Crime Stoppers of Miami-Dade County, Inc., a not-for-profit 501(c)(3)
organization, to assist with the arrest and conviction of serious criminals.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the City Manager and the City Attorney to take any and all actions
as may be required to establish a police reward fund for donations to One Miami Beach, Inc., for
the purpose of establishing a police reward fund to provide assistance to the crime-fighting
efforts of the Miami Beach Police Department.

RECOMMENDATION
Pursuant to an initiative recommended by the Miami Beach Police Department, the attached
Resolution is submitted for consideration by the Mayor and City Commission at the May 17, 2017
Commission meeting.
