A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, BY 517TH VOTE, AND FOLLOWING A DULY NOTICED PUBLIC HEARING, THE PLACEMENT OF A PLAQUE AT THE NORMANDY ISLE POOL COMMEMORATING THE CONTRIBUTIONS OF THE LATE MR. WARREN GREEN, A LONGTIME CITY POOL MANAGER, PURSUANT TO SECTION 82-504 OF THE CITY CODE. WHEREAS, at the December 18, 2016 City Commission meeting, a motion was made by Commissioner Michael Grieco to refer to the Neighborhood/Community Affairs Committee (NCAC) the placement of a plaque at the Normandy Isle Pool commemorating the longtime Pool Manager, Mr. Warren Green, who passed away last year; and WHEREAS, Mr. Green was a 30-year City employee who served a majority of his tenure as a Pool Manager at Normandy Isle Pool; and WHEREAS, he was responsible for many life-saving operations at the City's pools and was instrumental in the development of the City's Surf Camp for children with autism; and WHEREAS, Mr. Green was beloved by the community and his co-workers and had a love for the City that was immeasurable; and WHEREAS, at the March 17, 2017 NCAC meeting, the Committee approved a motion, by a majority vote, to move this item to the full Commission with a positive recommendation; and WHEREAS, at the April 26, 2017 City Commission Meeting, the City Commission adopted Resolution No. 2017-29816 accepting the recommendation of the NCAC to approve a plaque at the Normandy Isle Pool commemorating the contributions of the late Mr. Warren Green and setting a public hearing for May 17, 2017 to consider the matter; and WHEREAS, pursuant to Section 82-504 of the City Code concerning monuments and memorials, the City Commission is required to hold a public hearing prior to final approval of the commemorative plaque; and WHEREAS, the proposal for the commemorative plaque must be transmitted to the City Commission with an accompanying written analysis prepared by the City Administration; and WHEREAS, at the close of the City Commission public hearing, the approval of the proposal requires a 5/7ths vote and, unless expressly provided otherwise in the City Commission resolution approving the commemorative plaque, the approval shall establish the presumption that the City shall assume the costs associated with the ongoing maintenance of the approved plaque; and WHEREAS, Exhibit A presents the proposed 12"x12" plaque design, which will cost an estimated $1,300.00 for design, production, and installation; and WHEREAS, the Parks and Recreation Department will be funding this plaque and the nominal future maintenance costs of the plaque will be assumed by the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve, by 517th vote, and following a duly noticed public hearing, the placement of a commemorative plaque at the Normandy Isle Pool commemorating the contributions of the late Mr. Warren Green, a longtime City Pool Manager, pursuant to Section 82-504 of the City Code.
