WHEREAS, the City has approximately 600 employees who are members of the
unclassified salary group; and
WHEREAS, the Unclassified Service is categorized as Group VII, comprised of at-will
employees (commonly referred to as "Unclassified Employees") and the Classified Service are
categorized into six (6) groups: Group I represented by the American Federation of State,
County and Municipal Employees (AFSCME) Local 1554; Group II represented by the Fraternal
Order of Police (FOP) William Nichols Lodge No. 8; Group III represented by the International
Association of Firefighters (IAFF) Local 1510; Group IV represented by the Communications
Workers of America (CWA) Local 3178; Group V represented by the Government Supervisors
Association of Florida (GSAF), OPEIU, Local 100; and Group VI comprising of all other
classifications in the classified service not covered by a bargaining unit (commonly referred to
as "Others"); and
WHEREAS, there is a need to amend the salary ordinance to delete obsolete
classifications; correct scrivener's errors; delete eight (8) classifications which will be added to
the Classified Employees Salary Ordinance No. 789 under Group V represented by the
Government Supervisors Association of Florida (GSAF); make housekeeping amendments; and
to amend classifications and grades.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AS FOLLOWS:

RECOMMENDATION
The Administration recommends adopting the amendments to the Unclassified Employees Salary
Ordinance No. 1605.
ANALYSIS
The City of Miami Beach has the following seven (7) salary groups:
Group I: "AFSCME" American Federation of State, County and Municipal Employees, Local
1554;
Group II: "FOP" Fraternal Order of Police, William Nichols Lodge No. 8;
Group III: "IAFF" International Association of Firefighters Local 1510;
Group IV: "CWA" Communications Workers of America Local 3178;
Group V: "GSAF" Government Supervisors Association of Florida, OPEIU, Local 100;
Group VI: "Others" comprised of all other classifications in the classified service not covered
by a bargaining unit; and
Group VII: "Unclassified" comprised of at-will employees.
The salary groups identified by bargaining units are represented under Group I through Group
V. Additionally, the City of Miami Beach has one classified salary group, not covered by a

bargaining unit reflected in Group VI. The unclassified employees listed in Group VII
consisting of employees not covered by a bargaining unit and are at-will employees for the City
of Miami Beach.
Since the adoption of Ordinance 2016-4037, reclassifications, organizational changes, and
work demands have resulted in the need to amend the ordinance by correcting scrivener's
errors; deleting obsolete classifications; establishing created classifications, and amending and
readopting all Classifications and Grades in alphabetical order.
Additionally, pursuant to the terms stated in the Public Employees Relations Commission
(PERC), Final Order Clarifying Certificate 1205, Case No; US-2016-019, there is a need to
amend Group V represented by the Government Supervisors Association of Florida (GSA F) of
the Classified Employees Salary Ordinance. This amendment will result in transferring eight (8)
classifications out of the Unclassified Employees Salary Ordinance No. 1605 into Group V of
the Classified Employees Salary Ordinance No. 789.
CONCLUSION
The Unclassified Employees Salary Ordinance No. 1605 should be amended as set forth
herein.

On July 10, 2015, the Government Supervisors Association of Florida/Office and
Professional Employees International Union, Local 100 (Local 100), filed a unit
clarification petition seeking to clarify a bargaining unit described in certification 1205 to
include several classifications in the supervisory bargaining unit it represents. On
August 18, the Commission-appointed hearing officer issued an order recommending
that the Commission grant the petition. No exceptions to the recommended order were
filed.
Upon consideration, and for the reasons articulated by the hearing officer, the
