AN ORDINANCE OF THE CITY OF MIAMI BEACH• FLORIDA
ESTABLISHING A C4MPENSATIUN PLAN FOR 4FFICES AND
POSITIONS IN THE UNCLASSIFIED SERVICE� CREATING
OR RE-CREATING SAID OFFICES .AND P4SITI4NS IN
ACC4RDANCE WITH AN ORGANIZATIONAL PLAN; AND ES-
TABLISHiNG A SCHEDULE OF SALARIES THEREFQR.

SECTION l: T'he following shall cQnstitute the Compensation Plan
for the offices and positions in the Unclassified Ser-
vice which are hereby created or re-created in aceordance with
the following organizational plan, and a scheduie or rates of
salaries for said offices and positions is hereby established as
follaws:
A. CITY MANAGER'S OFFICE

SECTION 2: The City Manager is hereby authorized to issue detailed
regulations, not in conflict with this ordinance for
the purpcase of cla�ification and administration oi this ordinance.
T�he Cit� Manager shali fix rates of compensation of individual em-
ployees within the limitations prescribed in this ordinance.
SECTI�N 2.1: The City Manager is hereby authorized, in his discre-
tion, to direct that employees in any division or
department of the City, as he may deem appropriate, be paid bi-
weekly, commencing at such time as he shall deem appropriate. In
the event of the issuance of such directive, the arnount of bi-weekly
compensation of suCh employees shall be computed in accordance with
the following formulas

In applying such formula, any resulting fractional part of a
dollar shall be counted as a dollar,
SECTION 3: (a) When an employee shall have completed ten years
employment he shall, if the base pay he is re-
ceiving is one of the rates listed in Section 1.1 of this ordi-
nance, be advanced to one step above his base rate. �rlhen an em-
ployee shall have completed ten years employment he shall, if the
base pay he is receiving is not one of the rates listed in Section
l.l hereof, be paid a sum equal to five per cent �5/} of his base
pay in addition to the amount he is paid und�r Section l hereof.
(b) �nlhen an employee shall have completed fifteen
years employment, he shall, if the base pay he
is receiving is one of the rates listed in Section.l.l of this
ordinance, be advanced to one and one-half steps above his base
rate. �hen an employee shall have completed fifteen years em-
ployment he shall, if the base pay he is receiving is not one of
the rates listed in Section l.l hereof, be paid a sum equal to
seven and one-half per cent (7-1/2%) of his base pay in addition
to the amount he is paid under Section 1 hereof.
(c) tn�hen an employee shall have completed twenty
years employment, he shall, if the base pay he
is receiving is one of the rates listed in Section 1,1 of this
ordinance, be advanced �o two steps above his base r�te. W'hen an
employee shall have completed twenty years employment he shall,
if the base pay he is receiving is not one of the rates listed in
Section l.l hereof, be paid a sum equal to ten per cent (10�6) of
his base pay in addition to the amount he is paid under Section 1
hereof .
For pro�risions of this section, length of employment shall
include all time spent as an employee in the Unclassified or
Classified Service regardless of status for which compensation
has been paid and time while on approved military leave for ser-
vice in the Armed Forces of the United States, provided, however,
that in the event an employe� is absent from his du�ies because
of service-connected injury, for which Workmen's Compensation is
�payable, is certified by the City Physician to be physically able
�to return to his duties, and fails to do so, the period between
such certification and the employee's actual return to his duties
sha3l not be deemed to be service time within the meaning of this
sub-paragraph.
SECTION 5: The City Manager is authorized to approve rates of
compensation less than the prescribed minimums for
employees whose employrnent is on a part time basis, or whose
duties and responsibilities are clearly less than normally attached
to a position,
SECTION 6: It is declared to be the purpose af this ordinance to
provide an orderly and fair means for the compensa-
tion of employees in the Unclassified Service of the City of

Miami Beach, Florida, on the basis of the work they perform and
their competence in its performance; and to provide an equitable
basis of compensation and reward for merit. Nothing herein sh�ll
be construed to prevent the withholding of pay increases or thz
reduction of pay rates for disciplinary purposes.
SECTION 7: That annual leave for officers and employees in the
Unclassified Service shall be granted, computed and
used in the same manner and in accordance with the provisions of
Ordinance No. 1539, the same being the Annual Leave Ordinance for
Classified Service.
SECTION 8: If any portion of this ordinance shall be declared
invalid, th� remaining portions shall have the same
force and effect as though such invalid portion or portions had
not been included.
SECTION 9: The health and welfare of the City being in peril,
the three readings of this ordinance shall be had in
one session and the City Council finding that this ordinance is
necessary for the immediate protection of its citizens, it shall
therefore go into effect immediately upon its passage.
