AND PROUIDING C�MPENSATION THEREFOR, PURSUANT
TO THE PROVISIONS OF THE CIVIL SERVICE ACT;
AND PROVIDING F4R THE ADMINISTRATION O�' THIS
ORDINANCE AND REPEALING ORDINANCES IN CONFLICT
HEREWITIi. "
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1: T�hat Ordinance No. 789 0� the City of Miami Beach be and
the same is her�by amended to read as follows:
"SECTION 1: The tollowing titles shall constitute the
Classification Plan, and the titles together
with the prescribed pay shedules shall constitute the
Comnensation Plan, both as provided far in the Civil S��rvice
Act+ and the Personnel Rules, for the Classified Service of the
City of Miami Beach, Floxida. Compensation in the Classified
Service effective October 1, 1968 shall be not lc�ss than the
nrescribed minimum nor more than the prescribed maximum,
except as otherwise provided herein.

SECTION l.l: Ar3y employee who, on the day before the effective
date of this ordinance, was entitled to a greater
maximum rate o�E pay than providea by this ordinance, shall retain
entitlement to such maximum rate o� �ay, plus $.15 (fifteen centsj
per hour if his classification is assigned a x�ay range fram Table
B of this ordinance, �lus $.20 (twenty cent�� per hour•if his
classifi�cation is assigned to a pay range from Table C of this
ordinance, or plus 10% (ten per cent) if his classification is
assigned to a pay range from Tab le A o� this ordinance.
SECTI4N 1.2:Th� pay rate steps as s�� forth in Tables A, B and C,
attach�d hereto and made a paxt her�of, shall be the
basis for pay rang�s to which classifications in Section 1 of this
ordinance are assign�d. Pay rates shown in Table B hereof will be
increased by three cents (03¢) per hour effective April 1, 1969.
SECTION 2: The City Manager is hereby authorized to issue
detailed regulations, not in con�lict with this
ordinance nor with the Personnel Rules, for the purpose o�
clarification and administration of this ordinance. Upon
recommendation of �epartment Heads, or upon his own initiative,
the Cit� Manager shall fix rates of com�ensation of individual
employees within the limitations prescribed in this ordinance.
SECTION 3s The City Manager is hereby authorized to anprove
payments of Clothing Allowance for Detectives,
and for other officers of the uniformed force who are regularly
detailed to perform their duties in �lain clothes, and who are
5pecifically recommended for such allawance by the Police Chief.
Such Clothing Allows��ce sha?1 not exceed Twenty Dollars ($20.00�
ner month. �
SECTION 4': (a} When an employee shall have comnleted ten years
" � employment, he shall, i� the base pay he is

ordinance, be advanced to one step above his base rate. When an

employment, he shall, if the base pay he is receivinq

advaneed to one and one-half steps above his base rate. Tnlhen an
employee shall have completed fiftesn years employment, he shall, if
the base pay he is receiving is not one of the rates listed in
Tables Af B or C hereof, be paid a sum equal to seven and one-half
percent �7 1/2�) of his base pay in addition to the amount he is paid
under S ect ion 1 or S ect ion 1.1 hereo f.
�c) tn�hen an employee shall have completed twenty years
employment, he shall, ii the base pay he is receiving is one of the
rates listed in Tables A, B or C of this ordinan�e, be advanced to
two steps above his base rate. Wrhen an employee shall have �ompleted
twenty years employment, he shall, if the base pay he is receiving
is not one of the rates listed in Tables A, B or C hereof, be paid a
su�n equa 1 to ten percent (10% } o f h is bas e pay in add it ion to the
amount he is paid under Section 1 or Section ldl hereof.
For provisions of this section, length of employment shall
inc lude all time spent as an employee in the Unclassified or
Classified S ervice reqardless of status for which compensation has
been paid and time while on approved military leave for service in
the Armed forces of the United S tates, provided, however, that in the
event an e�ployee is absent fro:n his duties because of service-
connected injury, for which Workmen's Coznpensation is payable, is
certified by the City Physician to be physically able �o return to
his duties, and fails so to do, the period between such certification
and the employee's actual return to his duties shall not be deemed to
be service time within the meaning of this sub-paragraph.
SECTiON 5: The City ��tanager, upon recommendation of the Department
Head and the Director of Personnel, may authori2e
compensation not more than twenty percent (20%) in excess of the
rnaxi.mums prescribed in Section l. of this ordinance for those employees
whose duties and responsibilities are clearly above and beyond the
normal scope of positions within their job class; and the City
Manager may, upon the recammendation of the Department Head and the
D irector of Personnel, authorize compensation in excess of the
maximums prescribed in Section 1 of this ordinance for those
employees who are required to work substantially beyond the normal
work hours o� their positions.
SECTION 6: The City Manager is authorized to approve rates of
compensation less than the prescribed minimums for
employees whose ernployment is on a part-time basis, or whose duties
and responsibilities are clearly less than norrnally attaehed to a
position.
SECTION 7: It is declared to be the purpose of this ordinance to
provide an orderly and fair means for the compensation
of employees in the Classified Servive of the City of Miami Beach,
Florida, on the basis of the work they perfarm and their competence
in its performance; and to further the principles and intent of the
Civil Service Act in providing an equitable bas is of eo�npensation and
reward for merit. No�hing herein shall be construed to prevent the
withholding of pay increases or the reduction of pay rates for
disciplinary purposes.

SECTION 8: The City t�fanager, upon recommendation of the Department
Head and the D irector of Personnel, may authorize
compensation of not more than twen�y-five percent (25/) in excess of
the maximums prescribed by S ection 1 of this ord inance for those
e�nployees whose duties involve exposure to h�zardous conditions not
normally experienced by other empioyees of the same job class,
except that employees assigned to underwater construction and
maintenance duties shall receive an additional allowance of two
dollars ($2.00) per hour during such assignment.
SECTION 9: The City Manager, upon recoi�n�nendation of the Department
Head and the D irector of Fersonnel, may authorize
compensation not more than five percent {5/0} in excess of the
maximums prescribed for those employees who are designated as "lead
workers" within a given work section of the City.
SECTION 9.5: Employees in classifications with pay ranges as set
forth in Table B of this ordinanee shall receive a
shift differential of ten cents t10�j per hour for work performed on
shifts beginning after 3:(30 P.M. and before 3 000 A.M. The City
��ianager, upon reco��nendation of the Department Head and the Personnel
Director, may authorize a shift differential of ten cents t10¢) per
hour to employees in other classifications for work perfor,med on
shifts beginning after 3:00 P.Ni. and before 3:40 A.M.
SECTION 10: That all ordinances or parts of ordinances in conflict
herewith be and the same are hereby repealed.
SECTION 11: That if any portion of this ordinance shall be c�eclared
invalid, the remaining portions shall have the same
force and effect as though such invalid portion or portions had not
been included.
SECTION 12: The health and welfare of the City being in peril, the
three readings of this ordinance shall be had in one
session and the City Council finding that this ordinance is necessary
for the immediate protection of its c itizens, it shall therefore go
into effect immediately upon its passage.
