TRANSPORTATION PLANNING AND TRAFFIC ENGINEERING CONSULTANT
SERVICES ON AN "AS NEEDED BASIS"
The purpose of this Letter to Commission is to provide a status update regarding Request for
Qualification (RFQ) No. 2017 -126 -KB for general transportation planning and traffic engineering
consultant services,
On April 26, 2017, the Mayor and City Commission approved the issuance of the subject RFQ,
Following the release of the RFQ, a pre -proposal meeting was held to give prospective bidders
an opportunity to ask questions. As a result of the pre -proposal meeting, the City has received
questions regarding the minimum requirements stated in the RFQ. After further review, staff
recommends the following changes to the minimum requirements:
CURRENT REQUIREMENTS:
The Prime Proposer (Engineering Firm) shall hold a "Certificate of Authorization" by the State of
Florida, Division of Business and Professional Regulations, as applicable.
REVISED REQUIREMENTS:
The Prime Proposer shall be a Planning, Architectural, or Engineering firm authorized to conduct
business in the State of Florida.
These changes to the minimum requirements are necessary to broaden the ability for firms other
than engineering firms, such as planning and architectural firms, to respond to the RFQ. This is
important because the Transportation Department wishes to utilize the firms awarded through
this RFQ to develop creative multimodal solutions sensitive to the context of the City of Miami
Beach. To that end, firms other than engineering firms may be required.
It is anticipated that this revision will not impact the timeline to bring an award recommendation
to the City Commission tentatively sheduled for September 13, 2017. I would appreciate any
comments and/or suggestions you may have by Thursday, June 13, 2017.
