A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO
DONATE TO HABITAT FOR HUMANITY, A NON-PROFIT AFFORDABLE HOUSING
DEVELOPER, NINE (9) HVAC UNITS AND NINE (9) ROOFTOP COMPRESSORS THAT
HAVE BEEN DECLARED SURPLUS FROM THE LOTTIE APARTMENTS, A PROJECT
ASSISTED WITH U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
(HUD) FUNDS.
WHEREAS, the Miami Beach Community Development Corporation (MBCDC) acquired the
property known as the "Lottie Apartments", located at 530 75th Street, Miami Beach, Florida, with
funding from the City's Neighborhood Stabilization Program (NSP-3)funds; and
WHEREAS, on January 9, 2015, the City acquired the Lottie Apartments from MBCDC
because of concerns regarding its financial capacity and ability to maintain the building as affordable
housing as required; and
WHEREAS, the City conducted a capital needs assessment of the Lottie Apartments upon
its acquisition and determined that it had significant rehabilitation needs; and
WHEREAS, the City has obtained funding to enable the first phase of the rehabilitation of the
Lottie Apartments to include the replacement of the HVAC units and rooftop air compressors; and
WHEREAS, the units had been purchased with Federal funds with the intent of benefiting
low- and moderate-income households; and
WHEREAS, the HVAC units and compressors currently in the building, while out of warranty
coverage, still have some usable life remaining and the City has declared them surplus; and
WHEREAS, Habitat for Humanity builds houses for low-income households enabling
homeownership for a group that would otherwise be excluded from homeownership because of
income limitation; and
WHEREAS, the donation of the HVAC units and rooftop compressors enable their extended
use to benefit low-income beneficiaries.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby approve and authorize the City Manager to donate to Habitat for Humanity, a non-profit
affordable housing developer, nine (9) HVAC units and nine (9) rooftop compressors from the Lottie
Apartments, a project assisted with U.S. Department of Housing and Urban Development (HUD)
funds.

FROM THE LOTTIE APARTMENTS, A PROJECT ASSISTED WITH U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FUNDS.
RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City of Miami Beach acquired the Lottie Apartments from Miami Beach Community
Development Corporation (MBCDC) in 2015. The Lottie Apartments were purchased by
MBCDC using Neighborhood Stabilization Program (NSP-1)funds awarded to the City.
Upon acquisition, the City conducted a Capital Needs Assessment and determined that the
Lottie Apartments required significant rehabilitation in order to meet HUD property standards
ensuring that the property would provide clean, safe and sanitary housing for its tenants. The
Mayor and Commission awarded the Lottie Apartments rehabilitation project to Azulejo, Inc., a
qualified Section 3-certified general contractor earlier this year.
The first phase of the Lottie Apartment's rehabilitation will include the replacement of the
existing HVAC units and rooftop air compressors in the building. These units, while out of
warranty coverage and declared as surplus, are functional albeit have a variety of issues that
impede their effective use in our property including improper installation, defective designs for
the existing unit space, and inefficient energy consumption.
Because the units were acquired with Federal funds with the intent for use in affordable housing,
the Administration is recommending that the HVAC units and rooftop compressors be donated
to Habitat for Humanity, a non-profit organization that develops housing for low-income and
special needs households in Miami-Dade County. Habitat for Humanity, founded in 1976, has
built 1,138 houses in Miami-Dade County. Since 1989, Habitat for Humanity of Greater Miami
has been working within the community to build decent, affordable homes in partnership with

families in need, volunteers and donors. The organization breaks down economic and social
barriers by bringing people of different races, ethnicities and cultural backgrounds to work
together for a common goal. Through its work, Habitat for Humanity Miami has helped more
than 450 families to own a safe and affordable home.
CONCLUSION
The Administration recommends the donation of the HVAC units and rooftop compressors to
Habitat for Humanity in keeping with the intent of these units benefiting low-income, affordable
housing beneficiaries.
