2017-29899 Reso RESOLUTION NO. 2017-29899 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, PURSUANT TO ORDINANCE NO. 2017- 4092, THE FORBES HOSPITALITY TRAINING PROGRAM AS AN APPROVED PROGRAM FOR THE CITY'S OCEAN DRIVE SIDEWALK CAFE HOSPITALITY TRAINING REQUIREMENT. WHEREAS, the Mayor and City Commission, in consultation and collaboration with the Mayor's Ocean Drive Task Force and the Ocean Drive Association, desire to revitalize the visitor experience on Ocean Drive; and WHEREAS, on September 27, 2016, the Mayor and City Commission adopted Resolution No. 2016-29590, approving a 10-Point Plan for Ocean Drive; and WHEREAS, on May 17, 2017, the Mayor and City Commission adopted Ordinance No. 2017- 4092, requiring managers and sidewalk cafe employees of sidewalk cafe permittees on Ocean Drive between 5th Street and 15th Street to successfully complete a hospitality training program that has been previously approved by Resolution of the Mayor and City Commission; and WHEREAS, the Miami Beach Visitor and Convention Authority is partnering with the world's most prestigious standard bearer for luxury hospitality worldwide, Forbes Travel Guide, to provide a citywide Hospitality Service Training program; and WHEREAS, the Forbes Travel Guide's training program has been utilized at some of the world's most celebrated hotels, spas and restaurants, and is known for fostering best practices as well as developing staff confidence; and WHEREAS, for the first time, this type of world-class training is now accessible to all members of the hospitality industry in the City of Miami Beach, offering genuine and anticipatory hospitality. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve, pursuant to Ordinance No. 2017-4092, the Forbes Hospitality Training Program as an approved program for the City's Ocean Drive sidewalk cafe hospitality training requirement. Morales, City Manager DATE: June 7, 2017 SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, PURSUANT TO ORDINANCE NO. 2017-4092, THE FORBES HOSPITALITY TRAINING PROGRAM AS AN APPROVED PROGRAM FOR THE CITY'S OCEAN DRIVE SIDEWALK CAFE HOSPITALITYTRAINING REQUIREMENT. RECOMMENDATION Adopt the Resolution. ANALYSIS At the City Commission meeting on September 27, 2016, the Mayor and City Commission adopted Resolution No. 2016-29590, approving a 10-Point Plan for Ocean Drive. Ordinance No. 2017-4092, codifying point 4(F) of the 10-Point Plan, requires that every manager and every employee assigned to work in a sidewalk café on Ocean Drive to successfully complete a hospitality training program that has been previously approved by Resolution of the Mayor and City Commission. Staff requests that the Mayor and City Commission approve the Forbes Hospitality Program, pursuant to this ordinance. Currently, the Miami Beach Visitor and Convention Authority (MBVCA) partners with Forbes Travel Guide to provide citywide hospitality training, however, the Ocean Drive Association (ODA) asked that any training provided to sidewalk café staff/personnel be tailored to specifically address code of ordinance issues unique to Ocean Drive. The MBVCA will adapt their hospitality training for Ocean Drive Sidewalk Cafes, fulfilling ODA's request. The training will be designed to enable everyone who interacts with the visitors and residents of the City of Miami Beach in a courteous and professional manner, as well as reeducate operators on the City's rules and regulations. As part of the program, Forbes Travel Guide's seasoned executive trainers will provide 2.5- hour classes at no cost to the City or participants. Upon completion of the Forbes's program, City staff will provide Ocean Drive employees educational component on the City of Miami Beach's sidewalk café code standards in order to create a dynamic and informative program. CONCLUSION The Forbes Travel Guide's Hospitality Training will enhance operator behavior and positively impact the visitor experience.
