13089 RESOLUTION NO. 13089
WHEREAS the growth of the schools and the school systems
in the State of Florida continues at an increasingly rapid pace,
particularly in Dade County; and
WHEREAS concurrently with such growth, the need for bus
transportation continues to mount, particularly with the demands
imposed upon the various school systems throughout the State
to comply with the mandates of the law for unitary school systems ;
and
WHEREAS the traffic hazards created by increasingly heavy
demands made upon our highway and road systems pose higher and
increased dangers to the safety of school children being trans-
ported by school buses ; and
WHEREAS no safeguard for the physical safety of our
school children should be overlooked; and
WHEREAS experience has demonstrated that the installation
and use of seat belts in passenger motor vehicles has been a
safety factor of considerable proportions, at relatively small
economic cost; and
WHEREAS it is reasonable to assume and conclude that such
safety measure extended to school buses would likewise result in
a substantially higher safety factor in the transportation of
school children on school buses;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF MIAMI BEACH, FLORIDA, that the State Legislature be
and it is hereby respectfully and strongly urged to enact appro-
priate legislation at its forthcoming annual session making the
installation and use of safety belts in school buses used in the
transportation of school children mandatory, and that such legisla-
tion include appropriate provisions therein for suitable sanctions
and penalties for the violation of such requirements.
BE IT FURTHER RESOLVED by the City Council of the City of
Miami Beach, Florida, that copies of this Resolution be transmitted
to the Speaker of the House of Representatives and to the President
of the Senate of the State of Florida, and to each and every member
of the Dade County delegation to the Florida Legislature.
