13178-A RESOLUTION NO. 13178-A
WHEREAS, the Soviet Union has in recent years
discriminated against Jews in the practice of their religion,
in their employment and educational opportunities and freedom
of movement to an increasing degree; and
WHEREAS, the desire of certain Jewish citizens of
the Soviet Union to leave their country and migrate to and
settle in the land of their forefathers, Israel, is a
perfectly human and understandable desire; and
WHEREAS, The Universal Declaration of Human Rights
states in Article 13/2 that "EVERYONE HAS THE RIGHT TO LEAVE
ANY COUNTRY INCLUDING HIS OWN; " and
WHEREAS, The International Convention on the
Elimination of all Forms of Racial Discrimination states that
all men have "THE RIGHT TO LEAVE ANY COUNTRY, INCLUDING HIS
OWN, AND TO RETURN TO HIS COUNTRY; " and
WHEREAS, many Russian Jews themselves have repeatedly
and openly expressed their desire to exit to Israel in appeals
to the Human Rights Commission; and
WHEREAS, The Union of Soviet Socialist Republics
is a signatory to the aforementioned documents, yet continues
to sharply restrict the rights of its 3, 000, 000 Jewish
citizens to free emigration to the State of Israel;
NOW, THEREFORE, BE IT RESOLVED THAT THE 'CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, expresses in behalf of
the entire community of Miami Beach its concern for the plight
of the Jews in the Soviet Union and appeals to the United
Nations to intervene on behalf of all Soviet Jewish citizens
who wish to emigrate to the State of Israel.
The adoption of this Resolution was moved by Mayor
Jay Dermer.
PASSED and ADOPTED this 30th day of December , 1970 .
