RESOLUTION NO. 13189
WHEREAS, the electorate of the City of Miami
Beach, Florida, on the 7th day of June, 1967, duly elected
the Honorable Norman Ciment to the office of Councilman of
the City of Miami Beach, Florida, and
WHEREAS, as of December 31, 1970, the said Norman
Ciment was duly appointed and commissioned by the Governor
of the State of Florida to Judicial Office as a Judge of
Industrial Claims of the State of Florida, and
WHEREAS, by virtue of his acceptance of said
Judicial Appointment it became necessary for the said
Honorable Norman Ciment to relinquish his duties as
Councilman of the City of Miami Beach, Florida, and
WHEREAS, his decision in that regard constitutes
a great and immeasurable loss to the cause of dedicated
public service and municipal government in the City of
Miami Beach, Florida, and
WHEREAS, it is most fitting and appropriate that
his relinquishment of his legislative duties of the City
Council of the City of Miami Beach for the assumption of his
said judicial duties be suitably commemorated and
memorialized by appropriate recognition by the City Council
of the City of Miami Beach, Florida, and each member
thereof, and
WHEREAS, by the adoption and promulgation of
this Resolution, the City Council of the City of Miami Beach,
Florida, is expressing and reflecting sentiments and beliefs
profoundly and sincerely held, not only by itself, but also
by the citizens and residents of the City of Miami Beach,
Florida, that no Councilman of the City of Miami Beach has
performed the duties of said office with greater distinction,
deeper devotion, and inspired effort than the said Honorable
Norman Ciment, and
WHEREAS, his contributions and achievements for
the betterment of the government of the City of Miami Beach,
Florida, and of the lives of its citizens and residents are
numberless, but are exceptionally outstanding in the areas
of low cost public housing for senior citizens of low income;
the sale or leasing of air rights over suitable city owned
property for development into public housing for low income
senior citizens, and for the development of such air rights
for the improvement of the general economy of the City of
Miami Beach and its inhabitants; the preservation of our
beaches, not only for our people, but also for generations
to come; and in the field of establishing and maintaining the
highest possible, and most rigid standards of budgetary,
accounting and fiscal responsibility in the expenditure of
public funds;

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, for itself,
for every member thereof, and for and on behalf of the
citizens and residents of the City of Miami Beach, Florida,
that highest appreciation and deserved tribute be, and the
same is hereby acknowledged and paid to the said Honorable
Norman Ciment for his said immeasurable contributions to
the government of the City of Miami Beach, Florida, and
that he is hereby formally and respectfully advised by the
said City Council, for itself, for its members, and for
the people they represent, that they, collectively and
individually, are and will continue to be boundlessly
appreciative for his public service so tirelessly rendered,
and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH, FLORIDA, for itself, and for each
member thereof, that they will be unendingly and profoundly
appreciative of the help, guidance, assistance and
inspiration which he afforded to them in their collective
efforts for the abiding good and welfare of the City of
Miami Beach, and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH, FLORIDA, that it, and each individual
member thereof, extends to the said Honorable Norman Ciment
their most profound and sincere wishes for a continued long
and brilliaxt. career in the Judicial Branch of our Government,
and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH, FLORIDA, that a suitably engraved copy
of this Resolution be presented to the said Honorable Norman
Ciment.
The adoption of the above and foregoing Resolution
was moved jointly and unanimously by each member of the City
Council of the City of Miami Beach, Florida..
PASSED and ADOPTED this 6th day of January , 1971.
