RESOLUTION NO. 13213
A RESOLUTION PROMULGATING RULES OF
ORDER FOR THE GOVERNANCE OF THE CITY
COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
That in order to expedite consideration of the busi-
ness of the City of Miami Beach, Florida, maintain proper decorum
during Council meetings, and to provide Councilmen with the in-
formation needed to consider those matters upon which they are
required to vote, the following Rules of Order be, and the same
are hereby adopted and promulgated for the governance of the
City Council of the City of Miami Beach, Florida:
1. Limit public discussion to that section of the
agenda to hear citizens who register with the City Manager in
advance, by 5 P.M. on Monday preceding the Council meeting held
on Wednesday.
2. Unanimous approval of Councilmen in attendance shall
be required for any matter to be discussed that is not on the
Councilmanic Agenda, or on any Addendum thereto.
3. Any statement presented at a Council meeting, even
on matters considered by unanimous consent of the Council, shall
be distributed to all members of the Council at least forty-eight
(48) hours in advance of the meeting at which it is proposed to
be heard on the floor.
4. Emergency matters shall not be discussed, unless upon
approval by a majority vote of those Councilmen present.
5. When the City Manager calls a Workshop Session, the
City Manager shall chair the meeting.
6. All Councilmanic standing committee appointments are
hereby rescinded, and Councilmanic standing committee procedures
abandoned.
7 . The City Council shall adopt those rules of "Robert ' s
Rules of Order" that will adequately expedite consideration of
agenda matters, and formalize such amendments for guidance of future
Councils.
8. A One ( 1) hour time limit is fixed for discussion
and consideration of any agenda matter.
9. A Councilman may speak only twice on any one subject,
and the total time of such discussion by a Councilman shall not
exceed five (5) minutes. This restriction as to the number of times
a Councilman may speak on any one subject shall include the question-
ing of witnesses, but shall not include response to questions to
a Councilman put to him by other Councilmen.
10. Councilmanic agenda shall be prepared solely and
exclusively by the City Manager.

The adoption of the above and foregoing Resolution
was moved by Councilman HAROLD ROSEN.
PASSED and ADOPTED this 17th day of February, 1971.
