RESOLUTION NO. 13389
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF MIAMI BEACH, FLORIDA,
PROVIDING FOR A SPECIAL ELECTION TO
BE HELD ON NOVEMBER 2, 1971.
WHEREAS, an Initiative Petition, pursuant to the pro-
visions of Section 26 of the Charter of the City of Miami Beach,
Florida, has been duly presented to the City Council of the City
of Miami Beach, Florida; and
WHEREAS, the City Clerk-Finance Director of the City
of Miami Beach, Florida, has duly certified to the City Council
that she has examined and compared the signatures appearing on
the official Registration Books of the City of Miami Beach with
the majority of the signatures appearing on said Initiative Pe-
tition and, based upon such examination and comparison, has
found and has duly certified to the City Council of the City of
Miami Beach, Florida, that there is a total of at least 4, 363
valid signatures appearing on said Petition; and has further cer-
tified that the total number of registrations as of the date of
the service of said Initiative Petition was 42, 013; and that the
said number of 4 , 363 valid signatures constitute 10. 38% of the
registration of the City of Miami Beach, Florida, as of said date;
and
WHEREAS, said Initiative Petition requests the City
Council to submit to the electorate of the City of Miami Beach
the following measure, to wit:
"ORDINANCE NO.
"BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
MIAMI BEACH, FLORIDA:
SECTION 1: That there is a pressing need for the
City of Miami Beach to provide facili-
ties to protect the health, safety and welfare of its
citizens, and that such need can be met in part by the
providing of Emergency Service with a duly licensed
physician to accompany all ambulance calls .
SECTION 2 : That all calls for emergency treatment
of persons of Miami Beach shall be re-
sponded to by such emergency squad as may be provided,
with a licensed physician to be a part of such emergency
squad.
SECTION 3: That there shall be included and provided
on vehicles responding to emergency calls
adequate lifesaving equipment to treat emergency heart
patients and to evaluate the condition of such heart
patients.
SECTION 4 : That adequate equipment shall be acquired
by the City of Miami Beach and adequate
personnel shall be employed or contracted with to accomp-
lish the lifesaving service necessary for emergency treat-
ment of persons on Miami Beach.
SECTION 5 : That all funds necessary to accomplish the
purposes of this Ordinance shall be made
available out of emergency funds and/or from the regular
budget of the City of Miami Beach.

"SECTION 6 : The provisions of this Ordinance shall
become operative and effective ninety
(90) days after this Ordinance shall be ratified and
approved by a majority of the qualified electors voting
in an initiative election to be held in the City of
Miami Beach under applicable provisions of law and pur-
suant to Section 26 of the Charter of the City of Miami
Beach, Florida, and pursuant to the Election Laws of the
City of Miami Beach, Florida. " ;
and
WHEREAS, the City Attorney having duly advised the City
Council of the City of Miami Beach, Florida, that the said meas-
ure is such that the City Council of the City of Miami Beach,
Florida, itself, must either adopt said measure without alteration,
or submit the same to the electorate of the City of Miami Beach,
Florida; and
WHEREAS, the City Council of the City of Miami Beach,
Florida, pursuant to the provisions of Section 26 of the Charter
of the City of Miami Beach, desires to submit to the electorate of
said City, for approval or rejection, an ordinance entitled "An
Ordinance Providing For The Creation And Maintenance Of A Retire-
ment System For The General Employees Of The City Of Miami Beach,
Florida" , a copy of which is on file in the Office of the City
Clerk of said City,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1: That a Special Election be and the same is hereby
called by the City Council of the City of Miami
Beach, Florida, to be held on the 2nd day of November, 1971, for
the purpose of submitting to the electorate of the City of Miami
Beach, Florida, the measures hereinabove set forth, for approval
or rejection by the electorate.
SECTION 2 : The City Clerk-Finance Director, who is also the
Supervisor of Registration, shall open the books
of the said City of Miami Beach from 9 : 00 o 'clock A.M. until
5 : 00 o' clock P.M. from September 15, 1971 until October 2, 1971,
for the purpose of registering those voters who are qualified to
register for this election, and after the 2nd day of October,
1971, no elector shall be registered for said election.
SECTION 3: For the purpose of holding and conducting the said
Special Election, the City of Miami Beach, Florida,
is divided into voting precincts or election districts, with pol-
ling districts as follows :

PRECINCT NO. 58: That part of the City of Miami Beach bounded on the North and
West by the limits of the City of Miami Beach; bounded on the
South by the center line of Indian Creek; bounded on the East by a line described
as follows: beginning at the intersection of the center line of Indian Creek and
the center line of Tatum Waterway run Northerly along Tatum Waterway to the Southerly
extension of the center line of Hawthorne Ave. , thence run Northerly along the
center line of Hawthorne Ave. to the center line of 31

PRECINCT NO. 60: All that part of Miami Beach known as Normandy Isle and its
surrounding waters which lie Southerly of the line described as
follows: beginning at the East end of the 79th Street Causeway bridge run Easterly
along the center line of Normandy Drive to the center line of Verdun; thence run
Northwesterly along Verdun to the center line of Marseille Drive; thence run
Easterly along Marseille Drive to the center line of Rue Notre Dame; thence run
Southeasterly to the center line of Normandy Drive; thence run Easterly to Indian
Creek; the Polling Place of which shall be at the Normandy isle Municipal Pool ,
situated at 7030 Trouville Esplanade.
PRECINCT NO. 80: Bounded on the North by the center line of LaGorce Canal from
Biscayne Bay to the West line of Indian Creek and the center line
of 63rd Street from the East Shore of Allison Island to the Atlantic Ocean; bounded
on the South by the center line of 51st Street and its Westerly and Easterly exten-
sions; bounded on the East by the East boundary of the State of Florida; bounded on
the West by the City Limits of Miami ; the Polling Place of which shall be at the
69th Street Fire Station, situated at 6860 Indian Creek Drive.
PRECINCT NO. 81 : Bounded on the North by the center line of 44th Street and its
Easterly and Westerly extensions; bounded on the South by the
center line of 34th Street and its Easterly and Westerly extensions; bounded on the

All places being where elections are usually held in said
municipality.
All electors shall vote at the polling places in the voting
precincts in which the City Registration Books show that said
electors reside.
SECTION 4 : That thirty days ' notice of said election shall
be given by publication in the Miami Beach Sun,
a newspaper of general circulation, published in the City of
Miami Beach, Florida. Such publication shall be made at least
once each week for four consecutive weeks during said period of
thirty days. The said City Clerk shall keep on file in the Of-
fice of the City Clerk, in the City Hall of said City, for in-
spection by the electorate, or any interested person, a copy of
said ordinance entitled "An Ordinance Providing For The Creation
And Maintenance Of A Retirement System For The General Employees
Of The City Of Miami Beach, Florida" during the period of regis-
tration of electors for the Sepcial Election called hereby and
during the period from the closing of the Registrations Books up
to and including the date of said Special Election.
SECTION 5 : That the Notice of Election shall be substanti-
ally in the following form:
"CITY OF MIAMI BEACH, FLORIDA
NOTICE OF SPECIAL ELECTION
"NOTICE IS HEREBY GIVEN that an Election has
been called by the City Council of the City
of Miami Beach, Florida, and will be held in
said City from 7 : 00 o ' clock A.M. to 7 : 00 o'clock
P.M. on the 2nd day of November, 1971, at which
time there shall be submitted to the duly re-
gistered and qualified voters of said City, the
following questions :

licensed physician to accompany all ambulance calls.
SECTION 2 : That all calls for emergency treatment
of persons of Miami Beach shall be re-
sponded to by such emergency squad as may be pro-
vided, with a licensed physician to be a part of
such emergency squad.
SECTION 3 : That there shall be included and provided
on vehicles responding to emergency calls
adequate lifesaving equipment to treat emergency heart
patients and to evaluate the condition of such heart
patients.
SECTION 4 : That adequate equipment shall be acquired
by the City of Miami Beach, and adequate
personnel shall be employed or contracted with to ac-
complish the lifesaving service necessary for emergency
treatment of persons on Miami Beach.
SECTION 5 : That all funds necessary to accomplish the
purposes of this Ordinance shall be made
available out of emergency funds and/or from the regu-
lar budget of the City of Miami Beach.
SECTION 6 : The provisions of this Ordinance shall be-
come operative and effective ninety (90)
