A RESOLUTION ENDORSING THE MIAMI BEACH
HURRICANE PROTECTION AND BEACH RESTORATION
PROJECT AND PLEDGING SUPPORT TO DADE
COUNTY, FLORIDA, AS THE LOCAL SPONSOR IN
COMPLIANCE WITH THE REQUIREMENTS FOR
LOCAL COOPERATION AS SET FORTH IN HOUSE
DOCUMENT NO. 335, 90TH CONGRESS, 2ND
SESSION, IN CONNECTION WITH THE IMPROVEMENT
BY THE FEDERAL GOVERNMENT OF BEACH EROSION
CONTROL AND HURRICANE PROTECTION AUTHORIZED
BY PUBLIC LAW 90-483, APPROVED AUGUST 13,
1968, AND WITH THE PROVISIONS OF PUBLIC
LAW 91-646 .
WHEREAS, this project was authorized by Congress by
Public Law 90-483, approved August 13, 1968; and
WHEREAS, it is the understanding of this Council
that action is imminent in reference to the County' s providing
the necessary assurances to the Federal Government concerning
responsibility for local cooperation; and
WHEREAS, the Village of Bal Harbour is desirous of
beginning a similar project which will likely be acceptable
by the Federal Government and Dade County as the first phase
of the within project; and
WHEREAS, this Council further understands that the
Federal Government will provide 60 to 70 percentum of the first
cost, with the State of Florida providing 50 percentum of the
non-Federal cost; and
WHEREAS, the then Mayor of Miami Beach, in a letter
dated October 23, 1964, to Acting County Manager Hoke Welch,
stated that the City is in accord and will lend support in
principle to efforts towards stabilizing and improving the
beach fronts; and this Council, on December 17, 1969, voted
to approve the within project; and
WHEREAS, this Council deems it urgent that joint
efforts to secure appropriations as soon as possible be made by
the Cities of Bal Harbour, Surfside, Miami Beach, as well as
Dade County and the State.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Federal Government,
the State Department of Natural Resources, and Metropolitan
Dade County are hereby urged to seek appropriations and to
expedite this project with the understanding that the City of
Miami Beach does hereby strongly endorse the early beginning
and prompt completion of this project for hurricane protection
and beach erosion control, and this Council further pledges its
cooperation and participation.
PASSED and ADOPTED this 20th day of October, 1971.
