WHEREAS, the Board of Trustees of the Miami Beach Employees'
Retirement System has considered, approved and recommended the renewal
of a plan for group hospitalization and life insurance for officers and
employees of the City of Miami Beach for a period of two (2) years
commencing January 1 , 1972, with Florida Combined Insurance Agency on
behalf of the Blue Cross-Blue Shield Plan and American Bankers Life
Assurance Company upon alternatives and conditions heretofore outlined
in Council Memorandum No. 3290; and
WHEREAS, it is considered to be in the best interest of the City
to renew said contract for said period upon the said terms and conditions;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH, FLORIDA, that said agreement for said group
hospitalization and life insurance be renewed for the additional period
of two (2) years, commencing January 1 , 1972, and that said renewal be
and the same is hereby approved.
PASSED and ADOPTED this 8th day of December, 1971 .

SUBJECT: Group Insurance Contract
The Board of Trustees of the Employees Retirement System
recommends that the City's group health insurance contract
be renewed with the Florida Combined Insurance Agency
(Blue Cross-Blue Shield and American Bankers Life Assurance
Company) for a period of two years commencing January 1 , 1972.
As a result of advertising for proposals , one bid was received
for our health coverage, and six bids were received for the
life coverage. Three of the life insurance bids failed to
meet the specifications. Tabulation of the bids received is
attached hereto.
In seeking proposals , the Board requested several options for
additional coverage. Upon review, the Board recommends that
two of the options be included as a part of our insurance con-
tract. These are:
1. Pay the full cost of hospital ancillary charges
for the first 31 days of hospitalization (present
coverage is first $100 in full and 80% of the
next $300).
2. Increase the major medical lifetime maximum from
$10,000 to $20,000.
Total estimated annual City cost of our health insurance , includ-
ing the additional benefits referred to above , is $384,624 per
year.
The estimated total annual City cost of the life insurance is
$65,158.
The total estimated annual City cost of the insurance contract,
as recommended by the Board, is $449,782. Funds are budgeted

amount of $501 ,997 for the current fiscal year.
