RESOLUTION NO. 13540
A RESOLUTION CREATING AN ADVISORY COMMITTEE
FOR THE ADMINISTRATION OF THE ALCOHOLIC
REHABILITATION PROGRAM AND PRESCRIBING ITS
POWERS, DUTIES AND AUTHORITY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA :
SECTION 1. A City of Miami Beach Committee for the
Administration of the Alcoholic Rehabilitation
Program (CARP) is hereby created. It shall consist of twelve
members, and who shall be appointed by and shall serve at
the will of the City Council. Its membership shall be
comprised of the three Municipal Judges, a hospital administrator,
a physician licensed by the State of Florida, a psychiatrist
licensed by the State of Florida, a psychologist licensed by
the State of Florida, two members of Alcoholics Anonymous, the
Director of the Dade County Council on Alcoholism, and two members
of the Clergy.
SECTION 2. It shall be the duty and responsibility of the
Committee to advise and recommend to the City
Council ways, means, methods and programs assigned to operate
under and implement State legislation forbidding the arresting
and punishment of persons solely because of intoxication, and
particularly to cooperate with Federal and State agencies under
the provisions of Chapter 396, Florida. Statutes, entitled
"Rehabilitation of Alcoholics. "
SECTION 3. The functions of the Committee shall be purely
advisory and recommendatory in nature.
