A RESOLUTION AUTHORIZING THE USE BY THE
OFFICERS AND EMPLOYEES OF THE CITY OF
ACCUMULATED LEAVE FOR THE PURPOSE OF
PREVENTING FINANCIAL HARDSHIP RESULTING
FROM CHANGE IN CUT-OFF DATE USED FOR
COMPUTATION OF PAY PERIOD.
WHEREAS, the present payroll procedures call for a cut-
off date of Wednesday for the "A" payroll (representing classified
and unclassified officers and employees of the City) , and a cut-
off date of Monday for the "B" payroll (representing classified
employees of the City) , and
WHEREAS, because of the growth of the City and complexities
of payroll procedures due to work-shift differential, overtime
computations, and other factors, it is deemed necessary and
expedient to make the cut-off date for both categories of payrolls
uniform, and to make the cut-off date on a Sunday for both payroll
categories so as to provide the Payroll Office of the City Clerk-
Finance Director Department with a reasonable time within which to
compute the amount of salary or wages due and owing each officer
and employee of the City, and to issue checks for such amounts due
on Friday following the close of the pay period, and
WHEREAS, it has been recommended by the City Clerk-
Finance Director that the said transition in fixing the cut-off date
shall commence at the end of the current quarter in March, 1972, and
WHEREAS, in the effectuation of said new payroll
computation plan, said officers and employees would have their
regular pay check diminished by a possible maximum of three (3)
days ' pay, and
WHEREAS, it has been recommended by the City Clerk-Finance
Director that such unnecessary hardship may be alleviated or
eliminated by permitting the affected officers and employees to
elect to use up to a maximum of three (3) days of their accumulated
leave to offset the estimated reduced amount of the paycheck which
would otherwise ensue.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that each officer or employee
so affected may, at his election or option, use up to a maximum of
three (3) days of his accumulated leave to offset the corresponding
reduction in the number of days ensuing as a result of the adoption
of the new payroll period schedule; the utilization of such election
to be effective as of the time of the transition to the new payroll
period computation system, and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that upon the election of such officers
and employees to use accumulated leave as aforesaid, the amount of
his accumulated leave shall be diminished in the same amount by
which such officers and employees elect to utilize the same for
the purposes herein stated.
