WHEREAS, there has been submitted to the City Council of the City of Miami
Beach, Florida, the Certificate of two members of said City Council and the City
Clerk-Finance Director, of the result of the canvass of the returns of the
Special Election held in said City on March 14, 1972, and
WHEREAS, the said City Council has canvassed said returns and Certificates;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI
BEACH, FLORIDA, that it hereby adopts the said Certificate as to the results of
said Election and it is hereby ordered that the same be recorded in the minutes
of this meeting as a permanent record;
AND IT IS FURTHER DULY FOUND, DETERMINED AND RESOLVED THAT BOND QUESTIONS
A, B, C, D, E, F, G, H, I , J , and CHARTER QUESTIONS A and B, were approved.

We, the undersigned, two members of the City Council and the City Clerk-
Finance Director of the City of Miami Beach, do hereby certify that we have made
a canvass of the returns of the certificates of the Inspectors and Clerks who
held and conducted a Special Election in Miami Beach, Florida, on March 14, 1972,
such canvass having been made solely, exclusively and entirely from such returns;
and DO HEREBY CERTIFY that as a result of said canvass we have found and do hereby
declare the result of said election to be as follows:
THAT UPON THE QUESTIONS: SHALL THE FOLLOWING QUESTIONS BE APPROVED OR DISAPPROVED?
BOND QUESTION A:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$2,000,000 with interest at a rate not to ex-
ceed the maximum permitted by law for the
purpose of acquiring additions to the City's
oceanfront public parks system:
South Shore Park, described as follows:
Lots 1 through 6, less the Westerly 15 feet of
BLOCK 1 , FRIEDMAN COPE SUBDIVISION, Plat Book 4,
Page 83, of the Public Records of Dade County,
Florida, said property being commonly known as
the Shoreham-Norman Hotel property at the North-
east corner of 5th Street and Ocean Drive, and
adjoining Lummus Park.
10,307 votes were cast FOR THE QUESTION, and
7,482 votes were cast AGAINST THE QUESTION.
BOND QUESTION B:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$1 ,500,000 with interest at a rate not to ex-
ceed the maximum permitted by law for the
purpose of acquiring and improving for ocean-
front public park purposes the following
described parcel of land, commonly known as
the "Bell Property" and otherwise described
as follows:
LOTS 7, 8 and 9 of BLOCK 1 , AMENDED PLAT OF
SECOND OCEANFRONT SUBDIVISION, Plat Book 28,
Page 28, of the Public Records of Dade County,
Florida
9,927 votes were cast FOR THE QUESTION, and
7,405 votes were cast AGAINST THE QUESTION.

BOND QUESTION C:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$5,130,000 with interest at a rate not to ex-
ceed the maximum permitted by law for the
purpose of acquiring the necessary land, the
location and dimensions thereof to be deter-
mined by the City Council , for the relocation
of the existing Public Works yards on Biscayne
Bay South of 5th Street, and to construct on
such new site a central garage, material
storage area, and such work shops as may be
required for the performance of Department of
Public Works functions ; and for the improvement
of storage areas for grass and tree cuttings
and trimmings, land fill in connection therewith,
and the appropriate fencing thereof?
9,530 votes were cast FOR THE QUESTION, and
7,516 votes were cast AGAINST THE QUESTION.
BOND QUESTION D:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$5,375,000 with interest at a rate not to ex-
ceed the maximum permitted by law for the
purpose of acquiring, constructing, improving
and landscaping the following parks, parkland
improvements and recreational facilities:
irrigation system for Normandy Golf Course;
public restrooms for parks; lighting softball
field at Flamingo Park; jetty development;
Malecon expansion; Palm Island land acquisition;
development of Palm Island children's park;
greenhouse construction and acquisition; Flagler
Island development; youth center; sailport
construction; Stillwater Park improvements ;
bicycle paths at Normandy Golf Course; com-
pletion of cart paths at Normandy and Bayshore
Golf Courses; South Shore Marina; tennis courts;
craft shop; and the landscaping of the following:
South Shore Park, 5th Street; South Shore
Community Center; Normandy Island bridge entrance;
and Julia Tuttle Causeway entrance?
10,112 votes were cast FOR THE QUESTION, and
7,009 votes were cast AGAINST THE QUESTION.

BOND QUESTION E:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$1 ,083,000 with interest at a rate not to ex-
ceed the maximum permitted by law for the
purpose of constructing a lighting system for
the arterial streets of the City?
11 ,265 votes were cast FOR THE QUESTION, and
6,101 votes were cast AGAINST THE QUESTION.
BOND QUESTION F:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$1 ,160,000 with interest at a rate not to ex-
ceed the maximum permitted by law for the pur-
pose of improving, resurfacing and reconstructing
the following street, bridge and alley improve-
ments: South Coconut Lane improvements; 15th
Street reconstruction from Bay Road to Meridian
Avenue; street resurfacing program; alley recon-
struction; and Normandy Isle bridges?
10,067 votes were cast FOR THE QUESTION, and
6,948 votes were cast AGAINST THE QUESTION.
BOND QUESTION G:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$935,000 with interest at a rate not to exceed
the maximum permitted by law for the purpose
of locating, relocating and constructing the
following water system improvements: 5th Street
water line relocation; 4.5 million gallon
storage tank; 20" water crossing at Venetian
Causeway; Biscayne Point water main; 16" water
line from DiLido to Hibiscus to Star Island;
and water line crossing at west drawbridge of
MacArthur Causeway?
10,267 votes were cast FOR THE QUESTION, and
_ 6,490 votes were cast AGAINST THE QUESTION.

BOND QUESTION H:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$300,000 with interest at a rate not to exceed
the maximum permitted by law for the purpose
of acquiring and purchasing electronic data
processing equipment and accessory equipment?
9.324 votes were cast FOR THE QUESTION, and
7,189 votes were cast AGAINST THE QUESTION.
BOND QUESTION I :
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$280,000 with interest at a rate not to exceed
the maximum permitted by law for the purpose
of purchasing and acquiring the following Fire
Department equipment: one aerial truck; two
1250 GPM fire trucks; and one 1500 GPM truck?
_ 10,873 votes were cast FOR THE QUESTION, and
5,964 votes were cast AGAINST THE QUESTION.
BOND QUESTION J:
Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of
$400,000 with interest at a rate not to exceed
the maximum permitted by law for the purpose
of improving and maintaining the City's
Auditorium and Convention Hall facilities, as
follows: repair ceiling in Auditorium; replace
stage flooring; raised flooring for Convention
Hall ; and sprinkler systemsfor Convention Hall
North and South?
9,929 votes were cast FOR THE QUESTION, and
6,756 votes were cast AGAINST THE QUESTION,

CHARTER QUESTION A:
Shall the City Charter be amended so as to
provide a new procedure for the adoption of
ordinances by the City Council ; requiring
public hearing, pursuant to published notice,
prior to the passage of any ordinance, other
than emergency ordinances; and to require two
readings of any ordinance, by title only; and
to require the publication of a short summary
of all ordinances prior to such public hearing,
except for emergency ordinances which shall be
published in full within ten (10) days after
adoption?
_ 10,286 _ votes were cast FOR THE QUESTION, and
5,776 votes were cast AGAINST THE QUESTION,
CHARTER QUESTION B:
Shall the City Charter be amended so as to
provide that all Unclassified Personnel in
the Legal Department shall be appointed and
removed by the City Attorney?
8,463 votes were cast FOR THE QUESTION, and
7,498 votes were cast AGAINST THE QUESTION.

CERTIFICATION is hereby made that on March 15, 1972, Deputy Clerks
of the City of Miami Beach received from the Dade County Elections
Division two hundred and eighty-eight (288) sealed Absentee Ballot
envelopes for the March 14th, 1972 election purported to contain
absentee ballots for the aforementioned election.
These ballots were opened and tallied by Deputy Clerks under my
supervision with the following results:
272 valid ballots were tabulated;
6 envelopes were found to contain City of Miami absentee ballots;
9 envelopes were found to contain Metro Dade County absentee ballots,
1 envelope was empty.
The tabulation of the 272 ballots cast is shown on the Master Return Sheet
herewith presented.
