13599 RESOLUTION NO. 13599 A RESOLUTION CREATING A GOLF ADVISORY COMMITTEE, PRESCRIBING ITS MEMBERSHIP, DUTIES AND RESPONSIBILITIES BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA: 1. An advisory board to be known as the "Miami Beach Golf Advisory Committee" be and the same is hereby created. 2 . The Committee shall be comprised of thirteen members; four of whom shall be the presidents of the Bayshore and Normandy Shores Men' s and Women ' s Golf Associations , respectively, and who shall serve on said Committee during their tenure of office as such presidents; seven members shall be appointed with each member of the City Council designating one of said seven members . The members so appointed by the several councilmen shall serve for a term of one (1) year. Any vacancy occurring during the ten- ure of any of the seven members so appointed shall be filled by the councilman making the original appointment. The Golf Course Superintendent and the Director of Parks shall be ex officio members of the said Committee. 3 . The Committee created hereby shall elect a Chairman, a Vice Chairman, and a Secretary. It shall have authority to adopt rules and regulations for its guidance in the transaction of its business , subject to the limitations of the City' s Charter and ordinances . The Committee shall, by appropriate rule, establish the time, place and manner of holding regular and special meetings . The Committee shall hold not less than one meeting per month. The Committee is also authorized to create sub-committees when deemed appropriate or convenient for the performance of its duties . 4 . In the event any member of the Committee fails to attend more than two consecutive meetings without due cause or bona fide excuse, as found and determined by a majority of the Committee, he shall automatically and forthwith, without any action by the Committee or by the City Council, cease to be a member of said Committee. 5. The City Manager is authorized and directed to provide for the Committee, at its request, the assistance of such administrative and clerical personnel as may be reasonably required for the performance of its duties . 6 . The powers and duties of the said Committee shall be: (a) To make studies and reports to the City Council and the City Manager on all matters pertaining and relating to the use and operation of the City ' s golf courses and recommendations for the improvement thereof. (b) To make such recommendations on all matters concerning the use and operation of said municipal golf courses as it may deem desirable and appropriate, and to transmit the same to the City Manager and to the City Council, for such action as the City Manager and the City Council may deem appropriate. (c) To consider and act upon any and all matters referred to by the City Manager or the City Council pertaining to the use and operation of the municipal golf courses , and to submit its OFFICE OF CITY ATTORNEY-1130 WASHINGTON AVENUE-MIAMI BEACH, FLORIDA 33139 • findings and recommendations on such matters to the City Manager or to the City Council as shall be appropriate.
