A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING THE TEMPORARY
CLOSURE OF THE EASTERNMOST LANE OF COLLINS AVENUE, A
MAJOR THOROUGHFARE, IN FRONT OF THE DEAUVILLE HOTEL,
FROM 66TH STREET TO 68TH STREET, FOR LOAD IN AND LOAD OUT
PURPOSES DURING NON-RUSH HOUR TIME PERIODS ON SUNDAY,
JUNE 25, 2017, CONTINUOUSLY FROM 7:00 AM TO 1:00 PM, AND
ON TUESDAY, JUNE 27, 2017, CONTINUOUSLY FROM 7:30 PM
UNTIL WEDNESDAY, JUNE 28, 2017 AT 2:00 AM, FOR THE
INTERNATIONAL WATCH AND JEWELRY GUILD, WHICH IS
HOSTING A HOTEL BOOKING AND SPECIAL EVENT AT THE
DEAUVILLE HOTEL ON JUNE 25 AND 26, 2017.
WHEREAS, the International Watch and Jewelry Guild ("IWJG") is a membership
organization, with over 7,400 members in 72 countries, which hosts trade shows for its members
twelve times a year in the United States; and
WHEREAS,the IWJG will host one of its trade shows at the Deauville Hotel,located at 6701
Collins Avenue, in the City of Miami Beach ("City"), June 26 and 27, 2017; and
WHEREAS, the Deauville Hotel does not have adequate loading dock space to
accommodate the event's two tractor trailers needed to load event equipment and materials to the
hotel freight elevator, thus, requiring the temporary lane closure on Collins Avenue in front of the
Hotel to accommodate access to the freight elevator; and
WHEREAS, the IWJG has requested closure of the easternmost lane of Collins Avenue, a
major thoroughfare, directly in front of the Hotel from 66th to 68th Streets during non-rush hour
periods, on Sunday, June 25, 2017, continuously from 7:00 am to 1:00 pm, and on Tuesday June
27, 2017, continuously from 7:30 pm until Wednesday, June 28, 2017 at 2:00 am; and
WHEREAS,the IWJG provided the City with a Maintenance of Traffic plan(Exhibit A),which
has been reviewed and approved by the Transportation Department;will hire Miami Beach off-duty
Police officers to manage the closure; and will secure a Florida Department of Transportation
Department permit for use of Collins Avenue; and
WHEREAS, the City Commission adopted Resolution No. 2016-29506 on July 13, 2016,
adopting a policy that any new special event applicant seeking to close a road or lane of a major
thoroughfare in the City of Miami Beach seek prior approval from the Miami Beach City Commission.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,that the Mayor and City Commission hereby approve
the temporary closure of the easternmost lane of Collins Avenue, a major thoroughfare, in front of
the Deauville Hotel,from 66th Street to 68th Street,for load in and load out purposes during non-rush
hour time periods on Sunday, June 25, 2017 continuously from 7:00 am to 1:00 pm, and on
Tuesday,June 27,2017, continuously from 7:30 pm until Wednesday,June 28,2017 at 2:00 am,for
the International Watch and Jewelry Guild,which is hosting a hotel booking and special event at the
Deauville Hotel on June 25 and 26, 2017.

SUBJECT: D I S C U S S I O N PERTAINING TO A REQUEST MADE BY THE
INTERNATIONAL WATCH AND JEWELRY GUILD, WHICH IS HOSTING A

JUNE 25 AND 26, 2017, TO CLOSE A LANE OF COLLINS AVENUE, A
MAJOR ROADWAY, IN FRONT OF THE HOTEL, FOR LOAD IN AND LOAD
OUT PURPOSES DURING NON-RUSH HOUR TIME PERIODS ON JUNE 25
AND 28, 2017.
RECOMMENDATION
ANALYSIS
The International Watch and Jewelry Guild (IWJG) is a membership organization with over
7,400 members in 72 countries, hosting trade shows for their members twelve times a year in
the United States. The trade shows are a central exchange for acquiring, buying, selling and
trading fine vintage, collectable timepieces, estate jewelry, and important diamonds. The IWJG
will host one of their trade shows at the Deauville Hotel, located at 6701 Collins Avenue, in
Miami Beach, June 26 and 27, 2017.
Because the Deauville Hotel does not have adequate loading dock space to accommodate the
event's two tractor trailers needed to load event equipment and materials to the hotel freight
elevator, the IWJG has requested closure of the easternmost lane of Collins Avenue, directly in
front of the hotel. The requested closure days and times are Sunday, June 25, 2017, from 7:00
am to 1:00 pm and from 7:30 pm, Tuesday, June 27, 2017 to 2:30 am, Wednesday, June 28,
2017. The times will not include uses during any rush hour restricted periods.
At the July 13, 2016 meeting of the Miami Beach Commission, Resolution 2016-29506 was
adopted, henceforth requiring any new special event applicant seeking to close a road or lane of
a major thoroughfare in the City of Miami Beach to seek approval from the Miami Beach
Commission. The I WJ G provided the city with a Maintenance of Traffic plan (MOT), which has
been reviewed and approved by the Transportation Department; will hire Miami Beach off-duty
Police to manage the closure; and will secure a Florida Department of Transportation
Department permit for use of Collins Avenue.
