2017-29873 Reso RESOLUTION NO. 2017-29873 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AMENDMENT NO. 5 TO THE AGREEMENT, DATED MAY 8, 2014, BETWEEN THE CITY AND LIMOUSINES OF SOUTH FLORIDA (LSF) FOR TURNKEY TROLLEY OPERATIONS AND MAINTENANCE SERVICES; SAID AMENDMENT PROVIDING FOR THE REPLACEMENT OF THE COLLINS LINK ROUTE ALIGNMENT WITH THE COLLINS EXPRESS ROUTE, AT NO ADDITIONAL COST TO THE CITY, TO PROVIDE MORE DIRECT INTRACITY CONNECTIVITY BETWEEN WASHINGTON AVENUE/LINCOLN ROAD AND 88 STREET, WITH A DECREASE IN THE CURRENT LEVEL OF SERVICE FREQUENCY, FROM EVERY 10-15 MINUTES ALONG THE EXISTING COLLINS LINK ROUTE TO APPROXIMATELY EVERY 20 MINUTES ALONG THE PROPOSED COLLINS EXPRESS ROUTE; AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE EXISTING INTERLOCAL AGREEMENT (OR NEW INTERLOCAL AGREEMENT) WITH MIAMI-DADE COUNTY, AUTHORIZING THE OPERATION OF THE NEW COLLINS EXPRESS ROUTE, AS A CONDITION PRECEDENT TO THE EXECUTION OF AMENDMENT NO. 5. WHEREAS, on April 30, 2014, the City Commission approved the award of Invitation to Bid (ITB) No. 2014-154-SR for Turnkey Trolley Operations and Maintenance Services to Limousines of South Florida, Inc. (LSF or Contractor), and following the approval of the ITB, an Agreement between the CITY and LSF was executed on May 8, 2014; and WHEREAS, on July 30, 2014, the Mayor and City Commission adopted Resolution No. 2014-28708, authorizing the City to execute Amendment No. 1 to the Agreement, which increased the scope of the Agreement to include optional equipment, as well as additional automated stop announcement equipment, with the capability of displaying public advertisements; and WHEREAS, on March 18, 2015, the Mayor and City Commission adopted Resolution No. 2015-28967, approving and authorizing Amendment No. 2 to the Agreement, incorporating an enhanced Scope of Services to the Agreement in order to accommodate additional transportation expenses needed for the CITY's Centennial celebration, increasing the cost of the Agreement for said enhanced Scope of Services during the 2014-2015 fiscal year, solely; and WHEREAS, on October 21, 2015, the Mayor and City Commission adopted Resolution No. 2015-29194, waiving, by 5/7th vote, the competitive bidding requirement and approving Amendment No. 3 to the Agreement; said amendment providing for (1) the addition of the operation and maintenance services for two new routes in Middle Beach (the Middle Beach Loop and the Collins Link); (2) the addition of fourteen (14) new modified/kneeling high-floor/rear end wheel chair lift trolley vehicles (New Modified trolley vehicles) for the operation of the North Beach and Middle Beach routes, in an amount not to exceed $6,700,000 annually; (3) a negotiated new hourly rate commensurate with the cost of said trolley vehicles and the additional services for the new Middle Beach routes; (4) the early exercise of the two (2) renewal options, extending the agreement to May 7, 2021; (5) in addition to the term provided in the previous subsection (4), further extending the term, as to each route, to include a full sixty (60) month term, commencing as of the roll-out date of all the modified high-floor trolley vehicles for each respective route; and (6) authorizing the City Manager to approve the purchase of additional optional equipment for the New Modified trolley vehicles; and WHEREAS, on January 13, 2016, the Mayor and City Commission approved Resolution No. 2016-29269, accepting the recommendation of the Neighborhood Community Affairs Committee, and approving the South Beach trolley route and service plan; and further authorizing the City Manager to negotiate an interlocal agreement with Miami-Dade County, which would be submitted to the City Commission for approval prior to execution; and WHEREAS, at the July 13, 2016 City Commission meeting, the state of the trolley vehicles for the City's routes was discussed and the City Commission directed the Administration to pursue the option of waiving the competitive bidding requirement with respect to the South Beach route, and the approval of Amendment No. 4 to the current Agreement for the purchase of low-floor trolley vehicles (Low-Floor trolley vehicles), based upon the negotiated hourly rate of$77.35; and WHEREAS, on July 20, 2016, the Mayor and City Commission accepted the recommendation of the City Manager and waived, by 5/7th vote, the competitive bidding requirement, finding such waiver to be in the best interest of the City, and approved Amendment No. 4 to the Agreement in substantial form, increasing the scope of the Agreement to include the following: (1) the addition of one (1) bi-directional route in South Beach for a term of sixty (60) months, commencing as of the roll-out date for the Low-Floor trolley vehicles; (2) the addition of twelve (12) new Low-Floor trolley vehicles for use in all City trolley routes; (3) a negotiated new hourly rate for the Low-Floor trolley vehicles and additional associated services; and (4) increasing the annual cost of the Agreement, from a not to exceed cost of$6,700,000 to a not to exceed cost of $12,000,000; authorizing the City Manager to approve the purchase of additional optional equipment for the Low-Floor trolley vehicles, as may be needed in the Administration's discretion, subject to funding availability; authorizing the City Manager to terminate the existing interlocal agreement, in connection with the negotiation of a new interlocal agreement with Miami-Dade County, in connection with the South Beach route; and further authorizing the Mayor and City Clerk to execute the final negotiated interlocal agreement and Amendment No. 4; and WHEREAS, Amendment No. 4 to the Agreement was executed on March 29, 2017 and is in full effect; and WHEREAS, the City is currently operating four (4) trolley routes; North Beach Loop, Middle Beach Loop, Collins Link, and Alton-West Loop; and WHEREAS, the City anticipates implementing the South Beach Trolley route in November, 2017; and WHEREAS, while transfer points are provided along all trolley routes to enable connectivity between routes, traveling between North Beach and South Beach requires multiple transfers which increase the length and travel time of the trip; and WHEREAS, the implementation of an express trolley service route along Collins Avenue connecting North, Middle and South Beach (the Collins Express route), with limited stops, will reduce travel times, thereby resulting in an enhanced and more efficient intracity trolley service; and WHEREAS, the Administration anticipates that the Collins Express trolley service could serve as a catalyst for a mode shift, from the personal automobile to public transit/trolley service, reducing congestion and air pollution, and improving parking availability citywide; and WHEREAS, the proposed Collins Express trolley service will operate as a one-way loop from the northern City limit to Washington Avenue/Lincoln Road; and WHEREAS, the proposed Collins Express trolley service will use existing kneeling/high floor Collins Link trolley vehicles at no additional cost to the City; and WHEREAS, given the route length and number of trolley vehicles available for the proposed service, it is estimated that service frequency along the Collins Express trolley route would be approximately 20 minutes, instead of every 10-15 minutes, as is with the existing Collins Link route; and WHEREAS, while the Collins Express trolley service is proposed to have fewer stops along the existing Collins Link route, in order to achieve higher operating speeds and shorter travel times, careful consideration will be taken when identifying stop locations to be preserved, consolidated, or removed such that the highest possible level of service is provided along the route while not adversely affecting the objective of the Collins Express trolley service; and WHEREAS, in order to implement the Collins Express route, the Administration seeks authorization to negotiate and execute an amendment to the existing interlocal agreement (or a new interlocal agreement) with Miami-Dade County, and to execute Amendment No. 5 to the Agreement to memorialize the replacement of the Collins Link route with the Collins Express route. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the City Manager and City Clerk to execute Amendment No. 5 to the Agreement, dated May 8, 2014, between the City and Limousines of South Florida (LSF) for Turnkey Trolley Operations and Maintenance Services; said amendment providing for the replacement of the Collins Link route alignment with the Collins Express route, at no additional cost to the City, to provide more direct intracity connectivity between Washington Avenue/Lincoln road and 88 Street, with a decrease in the current level of service frequency, from every 10-15 minutes along the existing Collins Link route to approximately every 20 minutes along the proposed Collins Express route; and further authorize the City Manager to negotiate and execute an amendment to the existing interlocal agreement (or a new interlocal agreement) with Miami-Dade County, authorizing the operation of the new Collins Express route, as a condition precedent to the execution of Amendment No. 5. Morales, City Manager DATE: May 17, 2017 SUBJECT: DISCUSSION REGARDING IMPLEMENTATION OF EXPRESS TROLLEY SERVICE ALONG COLLINS AVENUE CONNECTING NORTH, MID AND SOUTH BEACH. RECOMMENDATION This item is being presented to the City Commission for discussion and direction. BACKGROUND The City is currently operating four(4)trolley routes: North Beach Loop, Middle Beach Loop, Collins Link, and Alton-West Loop. In addition, the City anticipates implementing the South Beach Trolley route in November, 2017. While transfer points are provided along all trolley routes to enable connectivity between routes, traveling between North Beach and South Beach requires multiple transfers which increase the length and travel time of the trip. Attachment A depicts a map of the existing trolley routes, the proposed South Beach Trolley route, as well as transfer points between the existing routes. ANALYSIS In an effort to improve the efficiency of the City's Trolley service as well as enhance passengers' transit experience, the Administration is considering pursuing a Collins Avenue Express Trolley service with the objective that no more than one transfer would be required to travel from North Beach to South Beach. A potential Collins Express Trolley service with limited stops would reduce the number of transfers currently required to travel between North Beach, Middle Beach, and South Beach, and would reduce travel times, thereby resulting in a quicker and more attractive and efficient intracity trolley service. Additionally, the implementation of a Collins Express Trolley service would help promote a desired mode shift from the personal automobile to public transit/trolley service, help reduce congestion and air pollution, and improve parking availability citywide, consistent with the goals and objectives of the City's Transportation Master Plan adopted by the City Commission in April 2016. Attachment B depicts the proposed route alignment for the Collins Express Trolley service operating as a one-way loop from the northern City limit to Washington Avenue/Lincoln Road. Staff has developed the following two (2) service plan scenarios for the implementation of a potential Collins Express Trolley service: Page 881 of 981 Option 1. Reduce Collins Link Service Frequency and Implement Collins Express Trolley Service Since the proposed Collins Express Trolley service would overlap with a substantial portion of the current Collins Link route, currently operating at 10-15 minute frequency of service, under this scenario, staff is proposing to reduce the frequency of service along the Collins Link to 20- minute headways. Reduction in service frequency along the Collins Link route would be offset by new service provided by the Collins Express Trolley with approximately 30 minute frequency of service. Under this scenario, the proposed Collins Express Trolley service would require a total of three (3) trolley low-floor trolley vehicles. While the total cost of the Collins Express Trolley Service under this option is estimated at $1,351,200, a large portion of this cost, approximately $851,000, would be offset by cost savings in the annual operation and maintenance cost of the Collins Link service due to the proposed reduction of service frequency. Thus, the net annual operating cost of the proposed Express Trolley service under this scenario is estimated to be $500,200. Option 2. Replace Collins Link Service with Collins Express Trolley Service As an alternative to Option 1, the City Commission could consider replacing the existing Collins Link service with a new Collins Express Trolley service using the existing kneeling/high floor Collins Link trolley vehicles. As it compares to Option 1, this option would not result in any additional cost as the same number of trolley vehicles currently operating along the Collins Link route (5)would be used to operate along the proposed Collins Express Trolley route and for the same number of service hours. Given the route length and number of trolley vehicles available for the proposed service, it is estimated that service frequency along the Collins Express Trolley route, under this scenario, would be approximately 20 minutes (higher frequency of service than Option 1). While this option would reduce service along the current Collins Link route, it would actually provide for shorter travel times between North and South Beach and increase service frequency in portions of North Beach, Middle Beach, and South Beach. Based on an analysis of ridership data since inception of the Collins Link(January to March 2017), staff determined that the stop locations with highest number of boardings and alightings along the routes are transfer stops served by adjacent trolley routes. While the Collins Express Trolley service is proposed to have fewer stops along the existing Collins Link route in order to achieve higher operating speeds and shorter travel times, careful consideration will be taken when identifying stop locations to be preserved, consolidated, or removed such that the highest possible level of service is provided along the route while not adversely affecting the objective of the Collins Express Trolley service. A variation of this option could include an extension of the proposed route along Washington Avenue south to South Pointe Drive and serve Rebecca Towers and The Shops at Fifth and Alton. Staff is currently performing travel time runs to ascertain the advantages and disadvantages of a potential extension to South Pointe Drive. As with all other trolley loops operating in the City, the proposed Collins Express Trolley route and service plan would require approval from Miami-Dade County via an Interlocal Agreement prior to implementation of the proposed service. Lastly, should the City Commission recommend that the Administration pursue the Collins Express Trolley service, an amendment to the existing agreement with the City's trolley operator, Limousines of South Florida (LSF), for Turnkey Trolley Operations and Maintenance Services, would be required. CONCLUSION This item is being presented to the City Commission for discussion and direction. KEY INTENDED OUTCOMES SUPPORTED Ensure Comprehensive Mobility Addressing All Modes Throughout The City Page 882 of 981 FINANCIAL INFORMATION Under Option 1, the annual operation and maintenance cost of the proposed Collins Express Trolley service is estimated at $1,351,200, assuming the current hourly operating rate for low- floor trolleys under the City's existing agreement for turnkey trolley services. A large portion of this cost, approximately $850,000, would be offset by cost savings in the annual operation and maintenance cost of the Collins Link as a result of a reduction in service frequency. Thus, the net annual operating cost of the proposed Collins Express Trolley service is estimated to be $500,200. Funding for this service would require either additional transfers from prior year surplus in the Parking Fund, if available, or from the General Fund. Option 2 is anticipated to be cost-neutral since , under this scenario, the proposed Collins Express Trolley service would essentially replace the current Collins Link service using the same trolley vehicles and operating the same hours of service.
