RESOLUTION NO. 73-13901
WHEREAS, the City Council of the City of Miami Beach,
Florida, has determined that an intensive study of the Forty-First
Street area of the City of Miami Beach should be made for the
determination of the parking demands and needs of said area, and
WHEREAS, the Acting City Manager has made an appropriate
study of those persons or firms qualified to perform such study,
and following such inquiry, the Acting City Manager has duly
recommended the employment of WILBUR SMITH AND ASSOCIATES to
make such study, and
WHEREAS, the City Council of the City of Miami Beach,
Florida, deems it to be in the best interest of the City to employ
said WILBUR SMITH AND ASSOCIATES for said purpose, and
WHEREAS, a suitable Agreement has been prepared, and
which has been approved as to form by the City Attorney, and
WHEREAS , said Agreement calls for the scope of work
to be performed to be as follows :
"The purpose of the study is to determine the parking
demands and needs of the 41st Street Corridor area specifically
the area bounded generally by 47th Street, Sheridan Avenue,
43rd Street, and 43rd Court on the North, Atlantic Ocean on
the East, Alton Road on the West and 34th Street on the South,
with particular emphasis on areas of current and proposed
development and to develop an appropriate parking program
including selection of alternate sites, development of func-
tional plans and investigation of the economic feasibility
of the proposed parking facilities . The remainder of the
City will be further defined for subsequent study as specific
areas based upon their unique parking needs including supply,
demand, daytime and evening accumulation, land use, and
potential development patterns . Where existing or potential
problems are identified, the investigation will be intensified. "
and
WHEREAS, said Agreement provides for compensation to be
paid by the City of Miami Beach to the said WILBUR SMITH AND
ASSOCIATES, as follows :
"on a reimbursable basis of actual payroll costs
times a multiplier of 2 .7 of actual payroll costs plus out-
of-pocket expenses such as materials, supplies, vehicle
mileage 12 cents per mile and aerial photography if needed.
The 2 .7 multiplier covers taxes, insurance, workmens compensa-
tion, and all other overhead costs and fee. It is anticipated
the work will not exceed $18, 738. It is agreed that no costs
in excess of $18, 738 will be incurred without approval of the
CITY. Monthly billings will be submitted and become payable
upon approval. "
and
WHEREAS, the City Council of the City of Miami Beach,
Florida, deems it to be in the best interest of the City that
said Agreement be entered into,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk-
Finance Director be and they are hereby authorized and directed to

execute said Agreement in the name, and in behalf of, the
City of Miami Beach, Florida, and the proper Financial Officers
of the City are hereby authorized and directed to make the dis-
bursements called by said Agreement.
