RESOLUTION NO. 73-13980
RESOLUTION REQUESTING THE STATE OF FLORIDA,
DIVISION OF BUSINESS REGULATION, AND THE
DADE COUNTY METROPOLITAN COMMISSION, TO
REVISE EXISTING REGULATIONS SO AS TO REQUIRE
ADDITIONAL SAFEGUARDS FOR THE SAFETY OF THE
PUBLIC USING ELEVATORS DURING EMERGENCIES
SUCH AS POWER FAILURES .
WHEREAS, CITY COUNCIL OF THE CITY OF MIAMI BEACH is
profoundly concerned about the safety of the public during
emergencies created by sudden failures of electrical power,
and
WHEREAS, a particularly serious aspect of the
emergencies caused thereby relates to the safety of members
of the public using elevators during the occurrence of such
emergencies caused by sudden electrical power failures, and
whereby persons trapped in elevators during such emergencies
are exposed to damages incident to fear, panic, and other
stress which could reasonably cause fatalities att±ibutable
to heart attacks and similar factors,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the State
of Florida Department of Business Regulation and its Division
of Hotel and Restaurant Commission, and the Metropolitan Dade
County Commission, be and they are hereby requested to adopt
proper legislation requiring public elevators to be equipped
with suitable telephone or other communication equipment so
that persons entrapped on elevators during such emergencies
may be placed in communication with the appropriate authorities
and for the facilitation of rescue operations and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH that copies of this resolution be transmitted
to the proper officials of such governmental agencies for their
consideration and appropriate implementation hereof.
