A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE PLACEMENT OF SIXTY-THREE (63) BANNERS FOR POW
WOW '99 TO BE HELD AT THE MIAMI BEACH CONVENTION
CENTER FROM MAY IS, 1999 THROUGH MAY 19, 1999, AS
REQUESTED BY THE APPLICANT, TRAVEL INDUSTRY
ASSOCIATION (TIA) INTERNATIONAL POW WOW '99 HOST
COMMITI'EE, AT THE FOLLOWING WCA TIONS: 1901
CONVENTION CENTER DRIVE; LINCOLN ROAD, BETWEEN
COLLINS AVENUE AND WASHINGTON AVENUE; 16TH STREET
AND COLLINS AVENUE; 2201 COLLINS A VENUE; 4333/4343
COLLINS AVENUE; 4400 BWCK OF COLLINS AVENUE; 4525
COLLINS AVENUE; 4833 COLLINS AVENUE; AND 6701 COLLINS
AVENUE; FURTHER REQUIRING THAT THESE BANNERS
MEET ALL CITY REQUIREMENTS AND BE INSTALLED NO
EARLIER THAN AP~ 30, 1999, AND REMOVED BY MAY 21,
1999 .
WHEREAS, Pow Wow '99 will bring over 5,000 delegates representing tour operators
from over 60 Countries, to the Miami Beach Convention Center from May 15-19, 1999; and
WHEREAS, in order to publicize this event, and the City I s importance in the international
tourist world, light pole banners measuring 3 feet x 6 feet have been requested to be placed at
1901 Convention Center Drive; Lincoln Road, between Collins Avenue and Washington Avenue;
16th Street and Collins Avenue; 2201 Collins Avenue; 4333/4343 Collins Avenue; 4400 block
of Collins Avenue; 4525 Collins Avenue; 4833 Collins Avenue; and 6701 Collins Avenue; and
WHEREAS, the said banners will be installed no earlier than April 30, 1999, and
removed by May 21, 1999; and
WHEREAS, the Applicant, Travel Industry Association International Pow Wow '99 Host
Committee, has requested approval and authorization for the placement of a total of sixty-three
(63) banners, as set forth above; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
banners by May 21, 1999, and to ensure that any damage to light poles will be repaired at their
sole cost and expense; and
WHEREAS, Section 9-3.CA of the City's Zoning Ordinance (Ordinance No.89-2665),as
amended from time to time, requires that the Mayor and City Commission approve the installation
of temporary banners; and
WHEREAS, the City will receive positive publicity, nationally and internationally, as a
result of the upcoming Pow Wow '99.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of sixty-three (63) banners for Pow
Wow '99, to be held at the Miami Beach Convention Center, from May 15, 1999, through May
19, 1999, as requested by the Applicant, Travel Industry Association International Pow Wow '99
Host Committee, at the following locations: 1901 Convention Center Drive; Lincoln Road,
between Collins Avenue and Washington Avenue; 16th Street and Collins Avenue; 2201 Collins
Avenue; 4333/4343 Collins Avenue; 4400 block of Collins Avenue; 4525 Collins Avenue; 4833
Collins Avenue; and 6701 Collins Avenue; provided that said banners meet all City requirements
and be installed no earlier than April 30, 1999, and removed no later than May 21, 1999.

Adopt the Resolution.
BACKGROUlSD
The Travel Industry Association's 1999 International POW WOW Trade Show will be held in the
Miami Beach Convention Center. The host hotel is Loews Miami Beach, and many other hotels
in Miami Beach will also host delegates from May 15 through May 19, 1999. Over 5,000
delegates representing tour operators from over 60 countries, purchasers of travel products and
packages for international visitors to the United States, and travel trade journalists will participate
in this event.
ANALYSIS
The purpose of these banners is to welcome the conference participants and to publicize the City's
importance in the international tourist world.

Section 9-3.C.4 of the Zoning Ordinance requires that the City Commission approve the
installation of temporary banners, That section reads, in relevant part:
Light Pole Banners affIxed to light poles or other similar structures on the public right-of-
way shall be subject to the following regulations:
a. The right to install, as well as the number,. location and method of installation
of banners shall be subject to the Design Review process and approved by the
City Commission and the Public Works Department.
e. Banners announcing special events, either to be held in Miami Beach or to
be associated in some manner with Miami Beach, as determined by the City
Commission, may be erected up to thirty days prior to the event being announced
and must be removed within seven days after said event.
f. A performance bond shall be required to ensure the removal of the banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct the banners to be removed at any time.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than April 30, 1998 and removed by May 21, 1999.
CONCLUSION
The City Commission should approve the installation of the subject light pole banners for Pow
Wow '99.
