A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND
DIRECTING THE EXECUTION OF AN AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND THE
MIAMI DESIGN PRESERVATION LEAGUE FOR THE
PURPOSE OF FUNDING A LUMMUS PARK
LANDSCAPING DEMONSTRATION PROJECT ALONG
OCEAN DRIVE
WHEREAS, the City of Miami Beach, hereinafter referred to as the
"City", is authorized by Commission Memorandum Number 5467 dated
January 21, 1976 to prepare an Application for a Community Development
Block Grant, hereinafter referred to as "CDBG Funds" and to design and
implement such systems as are necessary to insure that the Community
Development Program is developed, conducted and administered in
accordance with Title I of the Housing and Community Development Act
of 1974, as amended, and any Federal Regulations promulgated
thereunder, as well as applicable State and Local Authorities, and in such
capacity is authorized to enter into and execute agreements with other
Departments and Agencies within the City; and
WHEREAS, the Miami Design Preservation League has submitted a
proposal for carrying out a Lummus Park Demonstration Project, to be
completed for Art Deco Weekend, January 13-15, 1983; and
WHEREAS, the Dade County Office of Community and Economic
Development has approved funding of $30,000 of the $40,000 project cost
to the Miami Design Preservation League for implementation of a portion
of the project improvements, subject to the City of Miami Beach
commitment to provide the remaining $10,000 project cost; and
WHEREAS, the City Commission by Resolution No. 82-17146
authorized the expenditure of $10,000 for the funding of a joint City of
Miami Beach-Dade County Demonstration of Design Improvements
project in Lummus Park along Ocean Drive; and
WHEREAS, this project will serve as a prototype of the
improvements which can be made to Lummus Park in order to assist in the
revitalization of Ocean Drive; and
WHEREAS, other improvements have been previously authorized for
funding in Lummus Park using Community Development Block Grant
funds, for the benefit of low and moderate income persons living in the
areas adjacent to the Park; and
WHEREAS, the City desires to enter into a contract with the Miami
Design Preservation League, hereinafter referred to as the "Provider", for
the purpose of funding a portion of the demonstration design
improvements along Ocean Drive; and
WHEREAS, the Provider will receive a total amount of $10,000 from
CDBG funds, to be used for the above stated purpose; and
WHEREAS, the City Manager has recommended to the City
Commission that said Agreement be entered into; and
WHEREAS, the City Commission deems it to be in the best interests
of the City and its residents and citizens that said Agreement be entered
into;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Clerk are hereby authorized and directed to execute an
agreement, to be approved by the City Attorney, with the Miami Design
Preservation League on behalf of the City, and the disbursing officers of
the City are hereby authorized and directed to disburse the funds required
by the terms of said Agreement from CDBG funds hereafter allocated for
said purpose.

SUBJECT: CONTRACTUAL AGREEMENT WITH THE MIAMI DESIGN
PRESERVATION LEAGUE, FOR A LUMMUS PARK LAND-
SCAPING DEMONSTRATION PROJECT ALONG OCEAN DRIVE
USING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
The Miami Design Preservation League has submitted to the City a proposal
for funding a demonstration project of design improvements along Ocean Drive
and Lummus Park in the Art Deco Historic Preservation District, to be com-
pleted for Art Deco Weekend, January 13-15, 1983.
The project will offer landscaping and street furniture for the strip along
Ocean Drive. Also included will be banners and pennants, water fountains,
new light fixtures and paving blocks of pink cement.
Funds for the project will be provided by a $30,000 grant from the Dade
County Office of Community and Economic Development with a proposed match
of Miami Beach Community Development Block Grant funds in the amount of •
$10,000. CDBG monies will be allocated from the Year Seven program, under
the category of Public Facilities and Improvements.
On October 6, 1982 by Resolution Number 82-17146, the City Commission
approved the expenditure of $10,000 of Miami Beach Community Development
Block Grant funds to support the implementation of the project.
ADMINISTRATION RECOMMENDATION:
The Administration recommends approving the Agreement with the Miami Design
Preservation League for $10,000 in Community Development Block Grant funds.
