A RESOLUTION ADOPTING THE CERTIFICATE OF THE
CANVASSING COMMITTEE AS TO THE RESULTS OF THE
NOVEMBER 2, 1982 SPECIAL ELECTION; DECLARING
RESULTS THEREOF.
WHEREAS, there has been submitted to the City Commission of
Miami Beach, Florida the Certificate of two members of said
City Commission and the City Clerk as the Canvassing Committee of
said City Commission as to the results of the canvass of the returns
of the Special Election held in said City on November 2, 1982, and
WHEREAS, the said Canvassing Committee has duly canvassed
said returns and certified the returns of said Election;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that it hereby adopts the said
Certificate as to the results of said Election and it is hereby
ordered that the same Certificate and Resolution be recorded in the
minutes of this meeting as a permanent record of the result of
said Election;
AND IT IS FURTHER FOUND, DETERMINED AND RESOLVED that
questions number 1, 2, 3, 4 and 5 were approved.
PASSED AND ADOPTED this 17th day of November, 1982.

We, the undersigned two members of the City Commission and the City Clerk of the
City of Miami Beach, Florida, do hereby certify that we have made a canvass of
the returns of the Special Election held in Miami Beach, Florida, on November 2,
1982, as conducted by the Clerks and Inspectors who were duly appointed by the
Metropolitan-Dade County Supervisor of Elections; and as reflected by certifica-
tion received from the Supervisor of Elections of Dade County, Florida; such
canvass having been made solely, exclusively and entirely from such returns and
certification; and DO HEREBY CERTIFY that as a result of said canvass, we have
found and DO HEREBY DECLARE the results of said election to be as follows:
THAT there were a total of 28.003 votes cast.
THAT UPON THE QUESTION: SHALL THE FOLLOWING QUESTIONS BE APPROVED OR REJECTED:
That upon Question No. 1
AMENDMENT OF INTEREST RATE CEILING FOR PUBLIC IMPROVEMENT BONDS (ROAD IMPROVEMENTS
PROJECTS)
Shall the City of Miami Beach amend the 7.5% interest rate ceiling, previously
approved by the electorate on October 5, 1978, for certain public improvement
bonds to be issued to provide funds for improvements to Arthur Godfrey Road,
Collins Avenue and Indian Creek Drive, so that said bonds may be sold at interest
rates not exceeding the maximum legal rate at the time of issuance?
11,240 votes were cast - YES
7,418 votes were cast - NO •
That upon Question No. 2
IMPROVEMENTS TO 21st STREET COMMUNITY CENTER AND CONSTRUCTION OF COLLINS CANAL/
22nd STREET WALKWAY
Shall the City of Miami Beach issue general obligation bonds in an amount not to
exceed Two Million Dollars ($2,000,000) bearing interest at a rate or rates as
may be determined at the time of the sale thereof, not exceeding the maximum
legal rate of interest at such time, to finance improvements to the 21st Street
Community Center and construction of the Collins Canal/22nd Street Walkway?
10,264 votes were cast - YES
8,233 votes were cast - NO
That upon Question No. 3
Shall Chapter 26024, Laws of Florida, Special Acts of 1949, as amended, being
Article XVII of the Charter of the City of Miami Beach, Florida, Firemen's
Relief and Pension Fund, and appearing as Sections 108 through 120 thereof,
be amended so as to provide that a participant's benefits subsequent to
June 30, 1983 shall be vested in accordance with years of service?
13,089 votes were cast - YES
4,139 votes were cast - NO
That upon Question No. 4
Shall Chapter 30985, Laws of Florida, Special Acts of 1955, being Article XVII-A
of the Charter of the City of Miami Beach, Florida, Policemen's Relief and
Pension Fund, and appearing as Sections 120.1 through 120.12 thereof, be
amended so as to provide that a participant's benefits subsequent to
February 28, 1983 shall be vested in accordance with years of service?
12,969 votes were cast - YES
4,099 votes were cast - NO

If the City of Miami Beach were permitted by the Florida State Constitution and
Statutes to implement a municipal lottery, the revenues from which would be used
for municipal improvements and social services, including law enforcement and
fire protection, would you favor this City creating such a lottery?
15,962 votes were cast - YES
3,721 votes were cast - NO
