A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH EXPRESSING THE COMMISSION 'S
INTENT AND POLICIES AS TO THE SOUTH BEACH
REDEVELOPMENT PROJECT; AUTHORIZING THE CITY OF
MIAMI BEACH ADMINISTRATION TO CARRY OUT AND
EFFECTUATE SUCH POLICIES AND INTENT; AND
AUTHORIZING THE ADMINISTRATION TO COORDINATE
REDEVELOPMENT PROGRAMS AND EFFORTS WITH OTHER
GOVERNMENTAL ENTITIES, INCLUDING DADE COUNTY.
WHEREAS, the South Beach Redevelopment Project (hereinafter
the "Project") was initiated in 1973 with the creation of the
Miami Beach Redevelopment Agency (hereinafter the "Agency" ) ; and
WHEREAS, the Agency has engaged in planning and other
activities relative to the redevelopment of the South Beach
Redevelopment Project Area (hereinafter the "Area" ) including
the preparation and adoption of a South Shore Redevelopment Plan
(1977) and an Amended and Restated Redevelopment Plan for the
South Beach Redevelopment Project (1982 ) ; and
WHEREAS, the City of Miami Beach (hereinafter the "City" )
has exercised its powers in furtherance of such plans by virtue
of the adoption of zoning regulations, the approval of the
redevelopment plans, the incorporation of the redevelopment
plans within the City Comprehensive Plan, the transfer of title
to properties within the Area to the Agency, and the approval

and allocation of tax increments from the Area to the Agency,
among other actions; and
WHEREAS, despite such involvement over a period of nine (9 )
years by the City and the efforts of the Agency over the same
period, the Project has not been advanced beyond the planning
stages; and
WHEREAS, the City now recognizes that the entire orienta-
tion of the Project and its planning should be shifted from a
concept emphasizing predominant clearance to one which
recognizes .the importance of retaining and rehabilitating
structures and only selectively advocating and promoting
"clearance" and new development; and
WHEREAS, the revised plan should be guided by a plan
concept emphasizing (a) selective clearance of deteriorated and
unsafe structures; (b) new construction on cleared parcels; (c)
in-fill development of existing vacant parcels; (d) repairs and
rehabilitation of existing structures; and (e) preservation of
structures of historic or architectural significance; and
WHEREAS, the present RU - Redevelopment Use District is
inconsistent with this approach; and
WHEREAS, the City also seeks to minimize the need for'
relocation and to maximize the production of senior citizen and
low and moderate income housing in the Area; and
WHEREAS, the City owns substantial amounts of property in
the Area which are presently available for development or
redevelopment; and
WHEREAS, the city has the resources necessary to support

development and redevelopment in the Area with necessary public
facilities, utilities and services; and
WHEREAS, the City has the zoning power necessary to
effectuate a revised plan for the Area;
NOW, THEREFORE, BE IT RESOLVED
1 . That the City intends to cooperate with the Agency in the
development of a revised Redevelopment Plan for the Area
emphasizing the following intent and objectives :
• retention of existing structures through repair and
rehabilitation.
• demolition of deteriorated and unsafe structures
• new construction on presently vacant or cleared
parcels, including land currently in public ownership
• preservation of structures of historic and
architectural significance
▪ development of the South Shore Park
• City investment in needed public facilities and
utilities
• phasing of new private development in the Area
consistent with tax increment financing requirements
and utilization of tax increments from Phase I to fund
necessary redevelopment activities in Phase II
• division of Phase II of redevelopment plan into
specific, definable projects that can be bid and
implemented independently of other projects
• minimization of relocation
▪ maximization of elderly, low and moderate income
housing
• individual private developers for specific parcels and
projects rather than a master developer for the entire
Area
• use of tax increments for specific projects and for

planning/legal work necessary in conjunction with this
plan revision
2. That such revised Plan shall be completed within six (6)
months and adopted (including all necessary County, regional and
state approvals) within one (1 ) year.
3. That the City will remove the present RU - Redevelopment
Use district and substitute therefore a new zoning district ID -
Interim Development District which will protect the planning and
plan implementation process while allowing development and
redevelopment consistent with existing Redevelopment Plan
Standards and with the intent and objectives of the proposed
plan revision as set forth herein.
4. That the City, in conjunction with the Agency, will retain
necessary planning consultants to assist on the plan revision,
which consultants shall include specialists in the following
areas of expertise: (a) real estate and market economics; (b)
urban design; (c) fiscal impact analysis; (d) legal and
implementation.
5. That the City will commit staff resources of the Planning
Department in order to collect and/or provide relevant base data
and information as follows (on 100 ' scale base maps) :
a. existing zoning
b. existing land use
c. proposed land use

6. That the City will be responsible for the management of the
plan revision effort and for the production of a revised plan
consistent with the intent and objectives specified herein.
7. That the City will be responsible for coordinating the
planning effort with other governmental entities and for
obtaining the necessary plan approvals from the County, regional
and State authorities with review and approval responsibilities .
8. That the City will adhere to the following generalized

schedule for the plan revision process :
Time Frame Tasks
January 1, 1983 - City collection of data; preparation of
January 31, 1983 necessary maps; assembling of back-
ground data and reports, including
previous studies affecting the Project
Area; determine plan requirements per
Fla. Stat. §163.360 and §163. 362;
hiring of expert consultants, as
needed.
February 1, 1983 - Assemble project team; develop detailed
February 15, 1983 work programs; assign responsibilities
for specific tasks; review with Mayor' s
Planned Area Development Committee and
Technical Coordinating Committee.
February 15, 1983 - Conduct necessary economic/market,
April 15, 1983 urban design, fiscal, zoning, land use
and other technical analysis; report on
results of technical analyses to
Technical Coordinating Committee and
Mayor' s Planned Area Development
Committee.
April 15, 1983 - Preparation of revised Redevelopment
June 15, 1983 Plan and Implementation Strategy.
June 15, 1983 - Presentation of draft Redevelopment
July 15, 1983 Plan to Planning Board and City
Commission; obtain direction as to
revisions needed; prepare final version
of Plan.
July 15, 1983 - Planning Commission Public Hearings and
August 15, 1983 recommendations.
August 15, 1983 - City Commission Public Hearing and
September 15, 1983 adoption of Plan.
September 15, 1983 - County approval of Plan
