A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH DR. PHILIP
GREENBERG FOR SERVICES AS A CONSULTING
PSYCHIATRIST FOR THE CITY OF MIAMI BEACH.
WHEREAS, for the reasons more particularly set forth in Commission
Memorandun No. 787-82, the City Commission of the City of Miami Beach deems it in the
best interest of the citizens of Miami Beach to enter into an agreement with Dr. Philip
Greenberg, a Psychiatrist M.D., the terms of which are familiar to the City Commission and
which contract is included in the agenda package for the meeting at which this Resolution
was adopted; and
WHEREAS, the City Attorney has approved same as to form and legal
sufficiency;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk be and they are
hereby authorized to enter into said agreement for and on behalf of the City of Miami
Beach.

SUBJECT: RENEWAL OF AG• EMENT FOR CONSULTING PSYCHIATRIST
On December 3, 1980, the Commission approved a two-year agreement with Philip Greenberg,
M.D. to serve as a consulting psychiatrist to City employees. That agreement expires December
31, 1982.
During the past two years, Dr. Greenberg has performed many functions in his capacity as the
City's consulting psychiatrist such as:
Interviews and evaluates newly hired police officers and firemen.
Attends staff conferences and conducts on-site training and observation of new police and
firemen.
Conducts ongoing meetings with all patrolmen and their supervisors and top echelon
officers.
Has on-site and on-duty experience with police officers, riding shifts.
Reviews and researches psychological factors relating to police personnel.
Conducts training meetings with Fire personnel.
Conducts psychiatric consultations with general City employees.
After a review of the favorable impact of the services of Dr. Greenberg, the City Physician, Dr.
Leo Grossman, requested that another agreement be executed for an additional two years.
Funds have been budgeted for this expense in the City Clinic Account No. 1-11-330-519.312 for
Fiscal Year 1982-83.
ADMINISTRATION RECOMMENDATION
That the Commission authorize the execution of an agreement with Dr. Greenberg for a
two-year period, effective January 1, 1983, at the rate of $30,000 per year.
