RESOLUTION NO. 83-17292
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ADOPTING THE RECOMMENDATIONS
OF THE BOARD OF TRUSTEES OF THE RETIREMENT SYSTEM
FOR GENERAL EMPLOYEES AND ELECTED OFFICIALS AS SET
FORTH IN COMMISSION MEMORANDUM NO. 147-83 AS
RESPECTING ELECTION OF MEMBERS TO THE BOARD OF
TRUSTEES.
WHEREAS, the Retirement System for General Employees and
Elected Officials is intended to promote financial security to
retired general employees and elected officials who have long
and faithfully served the City of Miami Beach; and
WHEREAS, the prudent management and direction of this
system is reaffirmed by this Commission as essential to this
community and those who have rendered service thereto; and
WHEREAS, the recommendations of the Board of Trustees
as set forth in Commission Memorandum No. 147-83 as respect-
ing election of members to the Board of Trustees will promote
the prudent management and direction of the system,
NOW, THEREFORE, be it resolved by the City Commission of
the City of Miami Beach, Florida, that the recommendations of
the Board of Trustees of the retirement system for general
employees and elected officials be and the same are hereby
adopted.

SUBJECT: PROCEDURES APP 'OVED BY THE PENSION BOARD FOR THE ELECTION
OF MEMBERS TO THE BOARD OF TRUSTEES OF THE RETIREMENT SYSTEM
FOR GENERAL EMPLOYEES AND ELECTED OFFICIALS.
The Board of Trustees of the Retirement System for General
Employees and Elected Officials of the City of Miami Beach
at the January 18, 1983 meeting reviewed the election pro-
cedures in order to simplify the current system for all the
employees and retirants eligible to vote.
The procedures recommended are as follows:
I. GENERAL RECOMMENDATIONS
A. Elections to be conducted by Pension Office
personnel.
B. Provision for absentee ballots for all
retirants and eligible employees who request
them.
C. No run-off election. Candidate with the
most votes wins.
II. SPECIFIC RECOMMENDATIONS AND PROCEDURES
A. Notice of Intention to run for Board of
Trustees - must be given within three weeks
after announcement is made.
1. Notices to active employees eligible
to be attached to pay checks.
2. Notices to retirants to be mailed to
their home address. The notices of
retirants who have their checks mailed
to a bank and have not provided a home
address to the Pension Office will
have marked on the envelope, Address
Correction Requested.

B. Notice Announcing Election Date
1. Notifications of election date will be
distributed in the same manner as out-
lined in the preceding section.
2. A tear-off section will be provided in
the notification for those employees and
retirants who will not come to City
Hall on election day, to request an
absentee ballot.
C. Absentee Ballot
1. The absentee ballots must be received
by 12:00 noon of the working day pre-
ceding the election day. This date will
be posted on the ballot.
2. Three envelopes will be used for mailing
and casting absentee ballot process:
a) Outside envelope addressed to
retirant/employee.
b) Include a return envelope with
label of retirant/employee.
c) Smaller envelope to be returned
sealed with ballot inside.
D. Election Day
1. The elections should be held four weeks
after the announcement date.
2. All eligible employees should be allowed
reasonable City time to cast their ballots.
3. Employees will sign their names on a master
list and be given a ballot to complete and
placein a sealed box.
E. Counting Ballots
1. Absentee Ballots
a) As envelopes are returned, names on
label of envelope will be checked
off against list to prevent anyone
voting twice, and the sealed envelope
with the ballots will be placed
inside a locked box.
b) After the election is held, the
sealed envelopes containing the
absentee ballots will be opened
and counted by the Pension Office
personnel along with one employee
from each group.

ADMINISTRATION RECOMMENDATION
The City Administration recommends the adoption of the election
procedures recommended by the Board of Trustees of the Retirement
System for General Employees and Elected Officials.
