SUBJECT: FREIGHT LOADING ZONE (FLZ) ADJUSTMENTS
On November 9, 2016, the Mayor and Commission discussed Item No. R9P, entitled, Discuss
the reduction of loading zone signs on Washington Avenue", requested by Commissioner
Rosen-Gonzalez.
The Mayor and Commission directed the Administration to monitor freight loading zone (FLZ)
usage and make adjustments where there is underutilization in order to increase metered
parking opportunities for patrons.
The Parking Department monitored usage of freight loading zones on Washington Avenue
between 5th Street and Lincoln Road during the months of November and December 2016. As
a result, of the nine FLZ locations on Washington Avenue (proper), three (3) of nine (9)
locations are being adjusted as follows:
• Removal of the FLZ on the 600 block of Washington Avenue.
• Reduction of hours at two FLZ locations (700 block and 1600 block of Washington
Avenue).
These adjustments will increase metered parking availability through the corridor and maximize
efficiencies of parking space use by patrons and purveyors. The following depicts existing
conditions and the aforementioned adjustments are italicized:

The aforementioned adjustments to the spaces and hours dedicated to freight loading on
Washington Avenue results in a 18% increase in metered parking hours for patron use.

Future Monitoring and Adjustments
The Transportation, Parking, Bicycle-Pedestrian Facilities Committee (TPBPFC) has requested
similar monitoring and related recommedations for the FLZ locations along the side streets (100
and 200 blocks/Ocean Drive to Washington Avenue) between 6th Street and 15th Streets. The
Parking Department will monitor and provide recommedations to the TPBPFC. Of course, any
further adjustments will be communicated to the Mayor and Commission via LTC.
