A RESOLUTION OF THE CITY COMMISSION AUTHORIZING
THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY
OF MIAMI BEACH AND THE STATE OF FLORIDA, DEPART-
MENT OF COMMUNITY AFFAIRS FOR REHABILITATION AND
DEVELOPMENT OF PARKS AND RECREATIONAL AREA UNDER
THE STATE RECREATIONAL AREA DEVELOPMENT PROGRAM.
WHEREAS, The Florida Department of Community Affairs has applied for
Small Business Administration (SBA) Parks and Recreational Area Develop-
ment Program Funds, which provide for the rehabilitation and development
of parks and recreational area;
WHEREAS, said grant provides that the Florida Department of Community
Affairs will allocate a portion of these funds to the City of Miami Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that the Parks and Recreational Area Development
Program Agreement be signed by the Mayor of the City of Miami Beach for
the reasons more particularly outlined in the accompanying Commission
Memorandum.

SUBJECT: STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS DISTRIBUTION FOR THE
SMALL BUSINESS ADMINISTRATION (SBA) PARKS AND RECREATIONAL AREA DEVEL-
OPMENT PROGRAM
The Florida Department of Community Affairs is administering $2,001 ,700 in funds from
the SBA' s Parks and Recreational Area Development Program, a part of the Emergency
Jobs Bill (P.L. 98-8) . The City of Miami Beach has been allocated $33, 151 .00 as its
allotment in the state-wide distribution involving 114 cities and counties in Florida.
The funding formula is based on unemployment rates in cities and counties throughout
the state.
The program provides for "plantings, development and rehabilitation work performed in
public parks or other publicly controlled or owned lands". The work must be carried
out before September 30, 1983. Contracts for services/materials can be awarded only
to contractors who qualify as small businesses under Section 3 of the Small Business
Act. This program is also aimed at employing presently unemployed individuals who
are currently not drawing unemployment compensation. The Florida Department of Com-
munity Affairs is encouraging that recipients of these funds make every effort to use
native plants , trees , and shrubs which require a minimum of irrigation and maintenance.
It is the Administration's intention to utilize these funds to rehabilitate the land-
scape in front of the Ocean Front Auditorium, along with installing entrance landsca-
ping for the South Entrance (i .e. , Activity Center) and North Entrance (i .e. , Tennis
Center) for North Shore Park.
The attached contract, entitled "Parks and Recreational Area Development Program Agree-
ment", specifies the requirements of the Department of Community Affairs concerning use
of the funds the city has been allocated. It is a further requirement that the docu-
ments be signed and returned to the Department of Community Affairs by July 25, 1983.
The state also requires a letter accompany the contract which describes the project(s)
to be addressed with the grant funds. Attached is a copy of the letter which more
clearly outlines what will be accomplished via this funding vehicle.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission authorize the signing of the
Parks and Recreational Area Development Program Agreement which would grant the City
of Miami Beach $33,151 .00 in funding under the Federal "Jobs" Bill for local parks
and recreational landscaping.
