SUBJECT: Operation Valiant Prism-Training Ex rcise
The Miami Beach Police, Fire and Emergency Management Departments will be conducting a
Full Scale Training Exercise (FSE), Operation Valiant Prism, which will focus on decislon-
making, coordination and rapid response to a simulated terrorist event. According for FEMA
Guidelines, a FSE is the most technically complex and realistic type of training event which
allows for participants to respond to the events in the most realistic manner possible. The
exercise participants will be tasked with responding to a critical incident in a coordinated and
unified response as if it were a real-life incident. The expected outcome of the exercise is to
strengthen communication and coordination between the involved agencies' participants and
stakeholders to ensure preparedness to effectively and efficiently respond to a real-world event
or incident. The use of the Twist Nightclub for this training evolution will provide invaluable first-
hand exposure to our first responders as to the layout of the building and logistical concerns
unique to this venue.
In order to logistically facilitate this exercise, there will be a traffic perimeter from Collins Court to
Pennsylvania Ave between 101h-12th Streets in order to ensure the safety of the participants and
facilitate the deployment of personnel and equipment to respond to the scenario. The road
closure will be in place from 7:00 AM-12:00 PM on July 26, 2017. Additionally, there will be an
inner perimeter in the 1000 Block of Washington Ave. where both vehicle and pedestrian traffic
will. be restricted from 8:30 AM -11 :30 AM.
In anticipation of the need to restrict vehicle traffic and pedestrian traffic in the immediate area of
the exercise, MBPD Neighborhood Resource Officers have visited businesses in the affected
area and notified their representatives of the impending closure so that they might make
alternative arrangements. Additionally, the City of Miami Beach Communications Department
and the MBPD PIO have coordinated their efforts to notify the community and the news media of
the upcoming exercise.
On the day of the exercise there will be a VIP Viewing Area designated for the Mayor and any
Commissioner or Commissioner's Aides to attend and view the event.
