RESOLUTION NO. 99-23149
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING WAIVER OF THE MIAMI
BEACH CONVENTION CENTER RENTAL CHARGES,
IN THE AMOUNT OF $13,500, FOR THE MAYOR'S
CHILDREN'S SUMMIT, TO BE HELD AUGUST 3-4,
1999, AT THE MIAMI BEACH CONVENTION CENTER.
WHEREAS, Miami-Dade County has decreed 1999 to be "The Year of the Child"; and
WHEREAS, as an integral part of that celebration, the Mayor's Children's Summit wishes to use the
Miami Beach Convention Center for this event; and
WHEREAS, the City desires to support this event, as its demonstration of commitment to the future
of our children; and
WHEREAS, the Convention Center Advisory Board, at its regular meeting on April 22, 1999, has
recommended that the rental fee for use of the Miami Beach Convention Center be waived.
NOW, THEREFORE BE IT DUL Y RESOL VED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
approve a waiver of the Miami Beach Convention Center rental charges, in the amount of $13,500, for the
Mayor's Children's Summit, to held August 3-4, 1999, at the Miami Beach Convention Center.

MAYOR AND CITY CLERK TO WAIVE CONVENTION CENTER
RENTAL CHARGES OF $13,500 FOR THE MAYOR'S CHILDREN'S
SUMMIT, TO BE HELD AUGUST 3-4,1999, AT THE MIAMI BEACH
CONVENTION CENTER.
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
In observance of Miami-Dade County Mayor Alex Penelas' declaration of 1999 as "The Year of the
Child" in the County, the Mayor, along with the other members of the "Champion our Children"
Project are seeking to hold a major event on August 4, 1999 at the Miami Beach Convention Center.
The event will seek to bring together parents, teachers, school administrators, child care providers,
health care professionals, and business and government leaders for the Mayor's Children's Summit.
The Summit will formulate and set into action a strategic plan to map out a successful future for our
children.
In seeking support for this function, the project organizers have requested the waiver of costs and
fees for the use of the Center for this event. Move-in and setup is scheduled for August 3 and the
event is to be held on August 4, 1999.

ANAL YSIS
The "rack" rental rate for the space requested to accommodate a general session/lunch for 5,000
persons and three meeting rooms space for breakout meetings for the same number of persons is
$13,500. As the scope of the event is yet to be determined, ancillary costs, including equipment
rental, firewatch, police, production labor, etc. are impossible to accurately estimate at this time. It
should be stressed that these costs are traditionally borne by the event organizers, and not included
in the rental fee.
The Convention Center Advisory Board (CCAB), at its regular meeting of April 22, 1999, voted to
recommend to the Commission the waiver of the rental fee of $13,500 for the event scope as it
currently exists. The CCAB recommendation also included a stipulation that the City of Miami
Beach, or a representative thereof, be involved at the organization committee level in the planning
of the event, and that the City itself be recognized for its participation in the event.
CONCLUSION:
Due to the important content of this event, and the City of Miami Beach's desire to support such
event, the Administration recommends the waiver of Convention Center rental fees of $13,500 for
the Mayor's Children's Summit. However, due to the uncertain nature of the ancillary charges, the
Administration recommends that waivers of fees be limited to rental only, and that the organizers
are responsible for those ancillary charges.
