SUBJECT: James Corner Lincoln Rd Project sir-.ewalk cafe organization
The purpose of this Letter to Commission (LTC) is to provide the Mayor and Commission
with a description of the overall goals of the James Corner Lincoln Rd project and to
provide a status update on the guidelines for sidewalk cafes. Additionally, this may
help you address any questions you may receive from property owners or tenants as the
project moves forward.
In October 2015, the Mayor and City Commission approved the Lincoln Rd Master Plan,
a guide to be used as the basis for future improvements of the Lincoln Rd District.
James Corner set goals during the development of the approved plan which were to,
1. Transform Lincoln Rd from a mall to a district
2. Showcase historic Morris Lapidus work
3. Enhance shopping and dining experience
4. Reorganize to prioritize public space and program
On February 8, 2017, James Corner held block by block meetings with many
stakeholders to reinforce the vision of the Lincoln Rd project and explain the need for
balance between sidewalk cafes and a public space for arts and culture. This balance
was achieved by creating sidewalk cafe guidelines, defining current sidewalk cafe
locations, establishing future sidewalk cafes zones, and identifying "No table zones".
The key principles for sidewalk cafe organization for both the North and South side of
Lincoln Rd include the design of a:
A. 5' buffer zone for hostess stations and menu board
B. 12' Pedestrian Promenade and Emergency Vehicle Access Lane
C. 15' Sidewalk Cafe zone (to include umbrella bases, footings, and electricity)
D. 35' Central Spine (no umbrellas under follies and moveable umbrellas)
The James Corner plan has a long-term vision that allows for sidewalk cafe seating to be
located only on either side of the central spine. Based on direction from the Commission,
a grandfathering period would accommodate existing cafe seating. This would revert to
the optimal cafe plan if tenants were to move -out. The optimal plan identifies certain
spaces dedicated for public use with no sidewalk cafe seating. A copy of the Outdoor
Cafe Organizational Plan is attached.
This project has been developed with participation of city staff, sidewalk cafe operators,
retail store operators, residents, and property owners for almost two years.
The end result is a well -thought out plan that allows for the balance of a public space for
arts/culture, sidewalk cafes, and opportunity for visibility of retail stores and historic
architectural follies.
