SUBJECT: Muss Park Seawall Rehabilitation
The purpose of this Letter to Commission is to update the Mayor and Commission on the
recently issued L TC # 358-2017 dated July 10, 2017. The Office of Capital Improvement
Projects will commence construction of the Muss Park seawall this week. This project is located
at 4300 Chase Avenue.
This project will rehabilitate the existing failing seawall and incorporate a living shoreline where
existing mangrove strands have naturally recruited. This project will be the first hybrid design
where the city incorpor:ates a structural seawall with a living shoreline. The seawall rehabilitation
was designed to protect one of the largest red mangroves in the city and further add plantings of
other mangrove trees as well as native and resilient wetland plants near the shore.
Furthermore, integrating green infrastructure to the present structural stabilization will not only
enhance the waterfront revitalization and aesthetic value of the site, but also provide protection
of surrounding riparian and intertidal environment, creation of habitat for aquatic and terrestrial
species, and improvement of water quality via filtration of upland run-off.
The scope of work also includes the removal of invasive, exotic trees and plants, and planting of
new trees alongside the seawall. The trees that will be removed have been permitted and
tagged on the site. In order to allow the installation and proper bracing of the new proposed
seawall to protect the existing mangroves in the area, a Poinciana and a Pongam tree will need
to also be removed. To mitigate for the tree removal, several other trees will be placed
alongside the seawall such as Gumbo Limbo, Green Buttonwood, Pitch Apple, Pigeon Plum,
Wild Tamarind, in addition to the Red and White Mangrove trees that will be planted.
The project construction wjll take approximately three months to complete. While the project is
in progress, the contractor will work within the project construction staging area. Please note
that Muss Park is presently closed due to construction of a new pavilion building and other site
improvements.
