RESOLUTION NO. 99-23139
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION, FOR AN
ESTIMATED AMOUNT OF $130,000 PER YEAR, FOR A THREE (3) YEAR
PERIOD, TO THE UNITED STATES DEPARTMENT OF EDUCATION, OFFICE
OF SPECIAL EDUCATION AND REHABILITATIVE SERVICES FOR THE
PURPOSE OF FUNDING A COMPREHENSIVE COMMUNITY BASED
RECREATION PROGRAM FOR CITIZENS WITH DISABILITIES;
AUTHORIZING AN IN-KIND MATCH, IN AN AMOUNT NOT TO EXCEED 25 %
OF THE SECOND YEAR AWARD, AND 50 % OF THE THIRD YEAR AWARD;
ACCEPTING THE GRANT AND APPROPRIATING THE FUNDS IN
COMPLIANCE WITH THE TERMS OF THE AGREEMENT; AND FURTHER
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL
NECESSARY DOCUMENTS RELATED TO SAID APPLICATION.
WHEREAS, the United States Department of Education has made available grant applications
through the Office of Special Education and Rehabilitation Services for the development of recreational
activities for disabled individuals; and
WHEREAS, the increased provision of recreational programs and services to citizens with
disabilities in Miami Beach will improve their quality of life; and
WHEREAS, if the grant is approved these funds will be used to create a comprehensive community
based recreation program for citizens with disabilities; and
WHEREAS, if awarded, the grant will require an in-kind match of 25% for the second year and a
50% in-kind match for third year of the project; 'and
WHEREAS, the City's participation in this project will further demonstrate our intent to comply with
the Americans with Disabilities Act.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA approves and authorizes the City Manager or his designee
to submit an application for funding, in an estimated amount of $130,000 per year, for a three (3) year period,
for the purpose of funding a comprehensive community based recreation program for citizens with
disabilities; authorizing an in-kind match, in an amount not to exceed 25% ofthe second year award and 50%
of the third year award; appropriating the funds if the grant is awarded, in compliance with the terms of the
grant; and further authorizing the Mayor and City Clerk to execute all necessary documents related to this
application.

ADMINISTRA TION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
The Federal Government has allocated funding to the United States Department of Education, Office
of Special Education and Rehabilitative Services for the purpose of initiating programs to provide
individuals with disabilities recreational activities and related experiences that can be expected to
aid in their employment, mobility, socialization, independence and community integration.
The Parks and Recreation Department is seeking to expand its level of services for citizens with
disabilities. If successful in obtaining this grant, the City will be able to further comply with the
Americans with Disabilities Act through the establishment of creative programs designed to include
our citizens with disabilities in community-based recreational activities which may otherwise not
be economically feasible or available to them.

The estimated range of a single award, as established by the Department of Education, is $120,000-
$140,000 with the average award estimated to be approximately $130,000 per year. If funded, it is
anticipated that the project period will be 36 months, with an annual renewal of the award. The
Parks and Recreation Department is proposing to include an in-kind match, in an amount not to
exceed 25% of the second year award and 50% of the third year award for expenses. These would
include but not be limited to the use of facilities, equipment and the administration of the program
during the second and third years of the program.
ANALYSIS:
The Parks and Recreation Department currently offers recreational programs on a limited basis for
disabled citizens, but is seeking to expand this level of service to include additional age groups and
a diversity of disabilities. If successful in obtaining this grant, the City's ability to further comply
with the Americans with Disabilities Act through the establishment of creative programs designed
to include our citizens with disabilities in community-based recreational activities will be greatly
enhanced.
CONCLUSION:
Approve the Resolution.
