SUBJECT: Restroom Index Results for FY 2016/17 Quarter 3
The purpose of this memorandum is to communicate the results of the newly developed
Restroom Index from FY 2016/17 Quarter 3 (April 1, 2017 to June 30, 2017). As we worked
through this process with departments to identify areas for improvement, we monitored
internally during FY 2015/16, and disseminate quarterly to the commission via a Letter to
Commission beginning in FY 2016/17.
Background
The Miami Beach Restroom Index is an objective measurement of performance ranging
from 1.0 (Very Well Maintained) to 6.0 (Not Maintained) and includes assessments for
cleanliness and interior/exterior appearance of the toilet and sink areas (See attached).
The results of the assessments are used to monitor the impacts of recently implemented
initiatives to target areas for future improvements, and assure the quality of services.
Quarterly sample sizes are set to ensure no greater than ± 5.0 percentage point sampling
error given the 95% confidence level.
Summary of the Restroom Index Results FY 2016/17 Quarter 3
Overall, the City Restroom Index in FY 2016/17 Quarter 3 was a 2.20, with 65.4% of
assessments scoring a 2.0 or better. The FY 2015/16 average was a 2.00, with 70.4% of
assessments scoring a 2.0 or better. Data reviews indicate that male restrooms are rated
lower consistently throughout the year. As such, parks and property management
personnel will review current service levels to determine potential adjustments to
scheduling.
Areas of Focus
Cleanliness Toilet Area — Data continues to indicate that toilet/urinal cleanliness is
a low scoring area at 2.44, with 50.9% of assessments meeting the target. Floor
cleanliness remains an issue with 41.8% of assessments meeting the criteria and
litter in the toilet/urinal area deteriorating to 46.7% meeting criteria. Parks continues
to work with United Janitorial Services to identify opportunities for improvement.
Upcoming request for proposals will utilize the index to help identify issues and
correct going forward. Data indicates that daytime weekend hours are the lowest
scoring with average scores of 2.73; however, both weekday and weekend night time
hours from 8:00 pm — 12:00 am also deteriorated when compared to the prior
quarter.
Cleanliness Sink Area— Sink area cleanliness overall scored low with 46.5% of sink
area cleanliness meeting the standard. The sink and/or mirror cleanliness improved
to 51.1% meeting the target, with 44.4% of floors meeting target for mopped/clean
with no stains. Park staff will require Janitorial Services to mop the floors on a more
frequent basis. Other areas of concern include liquid soap dispensers, which will be
swapped out for foam dispensers over the next few months.
Exterior Appearance — Overall bathroom exterior scores were 84.1 % scoring 2.0 or
better with an average of 1.89. This is an 8.0% decline from the prior quarter and
6.8% decline from the same quarter in the prior FY. The percentage of restrooms
meeting the target remained stable when compared to the same quarter in the prior
FY. Weekend daytime litter appears to be an issue across all restrooms and will be
monitored by park staff to determine if the issue is seasonal or ongoing. Exterior
signage improved by 11.7%, as did entrance doors by 14.2% due to improvements
at 6th, 10th and 14th street restrooms.
Positive and Stable Areas
Bathroom Interior- Overall bathroom interior scores improved when compared to
the prior quarter from 1.90 to 1.74 or 8.4%. Additionally, the percent of bathroom
interiors meeting target remained stable at 80.1 %. The improvement is the result of
improvements at 6th, 10th and 14th street restrooms, specifically painting, door
repairs, lighting, new fixtures, and new latches. Door improvements resulted in
82.5% of doors meeting the target, which is a 23.7% improvement from the prior
quarter. Parks has requested funding in FY18 to replace equipment and fixtures as
identified, as well as epoxy cover on select restroom floors.
