2017-29915 ResolutionRESOLUTION NO. 2017-29915 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGN EE, TO APPLY FOR, ACCEPT, AND APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND TO EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS AND AGREEMENTS: 1) AN ANNUAL AFFIDAVIT WITH MIAMI-DADE COUNTY FOR THE FY 2016/17 MUNICIPAL PARKING FINES REIMBURSEMENT PROGRAM TO IMPROVE ACCESSIBILITY AND EQUAL OPPORTUNITY TO QUALIFIED PERSONS WHO HAVE DISABILITIES; 2) US DEPARTMENT OF HOMELAND SECURITY EMERGENCY FOOD AND SHELTER GRANT PROGRAM FOR FUNDING IN THE APPROXIMATE AMOUNT OF $40,000 FOR PHASE 34 EMERGENCY ASSISTANCE FUNDING; 3) US DEPARTMENT OF HOMELAND SECURITY, FISCAL YEAR 2017 PORT SECURITY GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $315,297 FOR SECURITY EQUIPMENT FOR THE MIAMI BEACH POLICE DEPARTMENT'S MARINE UNIT; 4) FLORIDA DEPARTMENT OF TRANSPORTATION (FOOT), HIGH VISIBILITY ENFORCEMENT, PEDESTRIAN AND BICYCLE SAFETY PROGRAM, IN THE APPROXIMATE AMOUNT OF $117,000; AND, IN ADDITION, 5) APPROVAL TO NEGOTIATE AND SUBMIT A THIRD AND FINAL CONTRACT RENEWAL WITH THE CHILDREN'S TRUST PARENTING AND HOME VISITATION PROGRAM IN THE APPROXIMATE AMOUNT OF $250,000. WHEREAS, the City Administration requests approval to execute an Annual Affidavit with Miami-Dade County for the FY 2016/17 Municipal Parking Fines Reimbursement Program to improve accessibility and equal opportunity to qualified persons who have disabilities, the details of which are as follows: • Each year the City participates in Miami-Dade County's Parking Fines Reimbursement Program which is based on Section 316.008, Florida Statutes, and Section 30-447 of the Code of Miami-Dade County, which authorizes the charging of fines for misuse of specially marked parking spaces for people with disabilities. • The City has entered into an lnterlocal Agreement with Miami-Dade County for the distribution of these funds. • The agreement requires that the City annually submit an affidavit sworn by the Chief Administrative Officer that expenditures will meet the program criteria. • The Affidavit stipulates that municipal parking fines funds shall be used to improve accessibility and equal opportunity to qualified persons who have disabilities in the municipality and to conduct public awareness programs in the municipality concerning persons who have disabilities. • The City and the County executed an lnterlocal Agreement in 2016 for the Parking Fines Program which stays on file until the County modifies the terms of the Agreement. As such, the City is only required to submit a sworn affidavit. • Miami-Dade County only provides an estimate of the amount of funding that the City may receive and the final funding amount is contingent on the number of other cities that submit affidavits for parking fine funds. • The Administration requests approval to execute the Affidavit for Fiscal Year 2016/17 Parking Fines Funds to accept these funds. • This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination and does not require matching funds; and WHEREAS, the City Administration requests approval to submit a grant application to US Department of Homeland Security Emergency Food and Shelter Grant Program in the approximate amount of $40,000 for Phase 34 Emergency Assistance Funding, the details of which are as follows: • Funds for the Emergency Food and Shelter Program (EFSP) are awarded by the Federal Emergency Management Agency (FEMA), which program is governed by a National Board and FEMA chairs the National Board and provides policy guidance, oversight, federal coordination and staff assistance to the National Board regarding this program. • Local boards are convened in the qualifying jurisdictions to determine the highest need and best use of funds and to select Local Recipient Organizations to receive funding and provide emergency food and shelter services and each year needs are assessed in an effort to adapt to particular community needs. • The EFSP was created to supplement the work of local social service agencies, both non-profit and governmental, in assisting people in need of emergency assistance. • The funding is used to target special emergency needs that are primarily economic in nature, as opposed to disaster related. • EFSP's funding priority is to provide rent/mortgage assistance and food to those in need. • The City has previously received EFSP funding, and the grant can provide funds for the provision of rent/mortgage assistance to individuals and families at-risk of homelessness; provision of food vouchers; and utility assistance. • This request is for Phase 34 funding for calendar year 2017. • This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination and does not require matching funds; and WHEREAS, the City Administration requests approval to submit a grant application to US Department of Homeland Security, for the Fiscal Year 2017 Port Security Grant Program, in the approximate amount of $315,297, for Security Equipment for the Miami Beach Police Department's Marine Unit, the details of which are as follows: • The Department of Homeland Security, Fiscal Year 2017 Port Security Grant Program, plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government. • Grant funds can be used to support efforts to build and sustain core capabilities across prevention, protection, mitigation, response, and recovery mission areas. • The grant supports the mission to strengthen national preparedness and resilience. • If awarded, grant funds will be used to add essential counter-terrorism and security equipment to the Miami Beach Police Department's Marine Patrol Unit to enable the Miami Beach Police Department to provide coordinated and effective security to the waterways, beaches, and vulnerable waterside assets. • The equipment will enhance the existing capability, and provide additional capabilities, to prevent, interdict, and disrupt waterborne terrorist attacks involving IEDs, CBRNE devices, and other weapons. • The equipment will also enhance the Miami Beach Police Department's capability to respond to such attacks post incident. • This project supports the key intended outcome to insist on Police Department accountability and skilled management/leadership. Matching funds in the amount of $105,099 are required for this project and are available in the Police Department's Operating Budget 011-1120-00067 4; and WHEREAS, the City Administration requests approval to submit a grant application to the Florida Department of Transportation (FOOT), High Visibility Enforcement, Pedestrian and Bicycle Safety Program, in the approximate amount of $117,000, the details of which are as follows: • The Florida Department of Transportation has funding available to law enforcement agencies that initiate high visibility enforcement campaigns to keep pedestrians and bicyclists safe on Florida's roadways. • This new funding is available through Florida's Bicycle/Pedestrian Focused Initiative. • The program will allow the Police Department to continue its high visibility enforcement program to keep pedestrians and bicyclists safe on Miami Beach roadways. • The City has been successfully funded through this program for the last two years and the Administration intends to request funding for State FY 2017/18. • This project supports the key intended outcome to ensure comprehensive mobility addressing all modes throughout the City, enhance pedestrian safety universally, and insist on Police Department accountability and skilled management/leadership. This grant does not require matching funds; and WHEREAS, the City Administration requests approval to negotiate and submit a third and final contract renewal with the Children's Trust under the Parenting and Home Visitation Program, for the Miami Beach Parent-Child Home Program in the approximate amount of $250,000, the details of which are as follows: • The City of Miami Beach Parent-Child Program offers the Nurturing Parenting Program to Miami Beach families with children from birth to 18 years old. • The Nurturing Parenting Program (NPP) is an evidence-based, psycho-educational model of family/parent education that engages the whole family in either group (for parents of children ages 5-11 or parents and adolescents ages 12-18) or home-based setting (for parents of children 0-4). • This program is a structured, culturally-sensitive 12, 15, or 24 week curriculum that includes experiential activities, parent homework, and family time that nurtures empathy, strengthens attachment, fosters effective communication, increases parental knowledge of child development, and empowers parents. NPP is for parents with children from birth to 18 years old that live in Miami Beach and are vulnerable because of high poverty rates, and large immigrant populations. • The City's Housing and Community Services Department has been running this program successfully and intends to apply for the third and final contract renewal of these funds in the approximate amount of $250,000 to continue this program. • This project supports the key intended outcome to induce public school accountability mainly at Middle School and does not require matching funds.
