A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE
MIAMI-DADE COUNTY COMPLETE STREETS DESIGN
GUIDELINES AS A POSITIVE STEP FORWARD FOR THE
IMPLEMENTATION OF SAFE DESIGN STANDARDS FOR ALL
TRAVEL MODES, INCLUDING BICYCLES AND
PEDESTRIANS, AND ACKNOWLEDGING THAT THE
COUNTY'S GUIDELINES ARE CONSISTENT WITH THE CITY
OF MIAMI BEACH STREET DESIGN GUIDELINES, MODE
PRIORITY, AND TRANSPORTATION MASTER PLAN
ADOPTED IN APRIL 2016.
WHEREAS, the Miami Beach City Commission recognizes growing population will
require the efficient use of all public rights-of-way to balance all modes of transportation and to
meet the needs of all people of all ages and all abilities; and
WHEREAS, the Miami Beach City Commission recognizes the importance of being
proactive in developing a greener, healthier, aesthetically pleasing, dynamic, vibrant, and
cosmopolitan community; and
WHEREAS, the Miami Beach City Commission desires to create livable, safe, and
connected streets with an efficient, multimodal transportation network that promotes the health
and mobility of all citizens and visitors of all ages and ability while reducing the negative impacts
on the environment; and
WHEREAS, the Miami Beach City Commission has established the City as a leader in
the State of Florida in its commitment to Complete Streets design throughout our City; and
WHEREAS, the Miami Beach City Commission adopted the City's Transportation Master
Plan, Complete Streets Design Guidelines, and updated Modal Prioritization Strategy ((1)
Pedestrians; (2)Transit, Bicycles, and Freight; and (3) Private automobiles) via Resolution No.
2016-29371 adopted on April 13, 2016; and
WHEREAS, the City of Miami Beach's Complete Streets Design promote similar goals
as the Complete Streets Design Guidelines of Miami-Dade County, and are therefore
complimentary; and
WHEREAS, the City of Miami Beach will continue to work with Miami-Dade County to
apply Complete Streets design throughout the County-owned street network within the City; and
WHEREAS, Miami Beach City Commission recognizes that, through a grant funded by
the Centers for Disease Control and the Florida Department of Health in Miami-Dade County,
Miami-Dade County crafted a set of Complete Street Guidelines specifically for use by the
County and its 34 municipalities; and
WHEREAS, Section 335.065 of the Florida Statutes states that bicycle and pedestrian
ways shall be established in conjunction with the new construction, reconstruction, resurfacing,
restoration, rehabilitation, traffic operating intersection improvements, or other change of any
state transportation facility, and special emphasis shall be given to projects in or within 1 mile of
an urban area; and
WHEREAS, municipalities across Miami-Dade County are planning, designing, and
constructing Complete Streets that accommodate residents' preference for walkable, bikable,
and livable communities; and
WHEREAS, endorsement of the "Miami-Dade Complete Streets Design Guidelines" will
empower a collaboration of all engineers and planners to design, construct, and operate roads
in a way that balances all modes of transportation within a context-sensitive approach that takes
street typology and land use types into consideration when planning street enhancements.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that:
Section 1. The Mayor and City Commission hereby recognize the importance of
endorsing the "Miami-Dade Complete Streets Design Guidelines" that encourage Countywide
planning, design, construction, operation and maintenance of streets for all users, including
pedestrians, bicyclists, motorists, and public transit riders, and for people of all ages and
abilities, including children, youth, families, older adults, and individuals with disabilities; and
Section 2. The Mayor and City Commission support "Complete Streets"
infrastructure that addresses the needs of all users and which should be incorporated into all
planning, design, approval, and implementation processes for any construction, reconstruction,
retrofit, maintenance, alteration, or repair of streets, bridges, or other portions of the City's
transportation network, including pavement resurfacing, restriping, and signalization operations;
and
Section 3. The Mayor and City Commission hereby support Miami-Dade County in its
adoption of the County's Complete Streets Design Guidelines as a necessary support to
building safe, context-sensitive Complete Streets throughout the County; and
Section 4. The County's Complete Streets Guidelines are consistent with the City's
Transportation Master Plan and the City's Complete Streets Design Guidelines, and updated
Modal Prioritization Strategy.

THAT THE COUNTY'S GUIDELINES ARE CONSISTENT WITH THE CITY OF
MIAMI BEACH STREET DESIGN GUIDELINES, MODE PRIORITY, AND
TRANSPORTATION MASTER PLAN ADOPTED IN APRIL 2016.
RECOMMENDATION
The Administration recommends that the Mayor and City Commission approve the Resolution.
BACKGROUND
Complete Streets policies came into being in the early 2000's in response to car-centric planning.
The term "Complete Streets" was coined in the development of new policy initiatives with the goal of
ensuring the same rights and safe access for all users of streets, including pedestrians, bicyclists,
motorists, and transit riders. The National Complete Streets Coalition was formed in 2005 and there
are currently hundreds of complete streets policies in place nationwide.
In November 2014, the Miami-Dade Board of County Commission adopted a Complete Streets
Policy through Resolution No. 995-14. Through a grant funded by the Centers for Disease Control
and the Florida Department of Health, Miami-Dade County crafted a set of Complete Street
Guidelines specifically for use by the County and its 34 municipalities.
At this time, Miami-Dade County is seeking a resolution of support for its Complete Streets
Guidelines from the 34 municipalities within the County.
ANALYSIS
Transportation Department Staff has reviewed the County's Complete Streets Guidelines and
concluded that it is complimentary to the City of Miami Beach's adopted Modal Prioritization as well
as the Commission-adopted Transportation Master Plan and the Miami Beach Street Design Guide.
Additionally, the Transportation Department believes that a Resolution of support would be a positive
step forward in collaborating with the County to ensure implementation of Complete Streets design
on County-owned streets within the City.

The City of Miami Beach will continue to work with Miami-Dade County to apply Complete Streets
design throughout the County-owned street network within the City.
