2017-29927 Resolution RESOLUTION NO. 2017-29927 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AT ITS MEETING ON MAY 19, 2017 AND AUTHORIZING THE CITY MANAGER TO EXPLORE PARTICIPATING IN MIAMI-DADE COUNTY'S SELF- DRIVING VEHICLE PILOT PROGRAM EFFORTS FOR AUTONOMOUS VEHICLES. WHEREAS, a Key Intended Outcome for the Transportation Department is, "Ensure Comprehensive Mobility Addressing All Modes Throughout the City; and WHEREAS, on July 8, 2015, the City of Miami Beach adopted Resolution 2015- 29083 approving the following modal hierarchy presented at the March 18, 2015 Commission Workshop on Transportation in order to move toward this Key Intended Outcome and guide development of its Transportation Master Plan: 1. Pedestrians; 2. Transit, Bicycle, and Freight (depending on the corridor), 3. Private Vehicles; and WHEREAS, on April 15, 2016, the City of Miami Beach adopted its Transportation Master Plan, which was developed to achieve this modal hierarchy, and WHEREAS, at its meeting on January 11, 2017, the Miami Beach City Commission suggested exploring pilot programs for self-driving vehicles, and referred this item to the Neighborhood/Community Affairs Committee (NCAC); and WHEREAS, on May 19, 2017, the NCAC heard this item and supported exploring the City's participation in Miami-Dade County's pilot program efforts to test self-driving vehicles; and WHEREAS, Miami-Dade County is considering launching a pilot program for autonomous vehicles in order to improve the "first/last mile" connections between transit stops, and homes, offices, and other destinations; and WHEREAS, Miami-Dade County is evaluating technology developers for the local testing of autonomous vehicles; and WHEREAS, Miami-Dade County is receptive to the City of Miami Beach joining the test program at a testing location yet to be determined; and WHEREAS, self-driving vehicles would be consistent with a City Key Intended Outcome for the Transportation Department, the City's adopted modal hierarchy goals, and the intent of the City's Transportation Master Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the NCAC at its meeting on May 19, 2017 and authorize the City Manager to explore participating in Miami-Dade County's self-driving vehicle pilot program efforts for autonomous vehicles. Morales, City Manager DATE: July 26, 2017 SUBJECT A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE TO JOIN MIAMI-DADE COUNTY'S PROGRAM FOR SELF-DRIVING VEHICLES. RECOMMENDATION At its January 11, 2017 meeting the Miami Beach Commission referred this item to the Neighborhoods/Community Affairs Committee. The Neighborhoods/Community Affairs Committee heard this item at its May 19, 2017 meeting, and was receptive to exploring Miami Beach participation in Miami-Dade County's efforts to test self-driving cars. ANALYSIS City Administration is now requesting approval of a Resolution of the Mayor and City Commission of the City of Miami Beach accepting the recommendation of the Neighborhood/Community Affairs Committee to explore joining with Miami-Dade County in its self-driving vehicle test efforts. Miami-Dade County is considering launching a pilot for autonomous shuttles. The goal of the effort is to improve the "first/last mile"connections between transit stops,and homes,offices,and other destinations. Prior to the launch,the County is evaluating several technology developers such as Uber, Ford and Google(Waymo). The next step for the County is partnering with a technology developer for local testing. The target launch date for this program is the summer of 2017. Potential locations for testing are Downtown Miami, the FIU Campus, and Key Biscayne. The County is open to City of Miami Beach joining the test program as a partner. The attached Neighborhoods/Community Affairs Committee Memo provides additional information on national and statewide initiatives to accommodate and test autonomous vehicles. No additional test sites are being evaluated by the firms developing autonomous vehicle technologies. CONCLUSION City Administration is requesting approval of a Resolution of the Mayor and City Commission of the City of Miami Beach accepting the recommendation of the Neighborhood/Community Affairs Committee to explore joining with Miami-Dade County in its self-driving vehicle test efforts. Morales, City Manager DATE: March 17, 2017 SUBJECT: DISCUSSION ON OFFERING MIAMI BEACH AS A PILOT CITY FOR UBER SELF-DRIVING CARS BACKGROUND An Autonomous Vehicle (AV) is any vehicle equipped with advanced sensors (radar, LIDAR, cameras, etc.) and computing abilities to perceive its surroundings and activate steering, braking, and acceleration without operator input. U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA) has defined vehicle automation into five levels; the highest automation level is Full Self-Driving Automation. The vehicle is designed to perform all safety-critical driving functions and monitor roadway conditions for an entire trip. Such a design anticipates that the driver will provide destination or navigation input, but is not expected to be available for control at any time during the trip. This includes both occupied and unoccupied vehicles. Google And Uber Initiatives Google and Uber self-driving pilot programs are examples of fully autonomous vehicles. Google self-driving initiatives were launched first in Mountain View, CA; Austin, TX; Kirkland, WA; and Phoenix, AZ. Uber later started pilot testing of self-driving cars in Pittsburg and San Francisco. Autonomous Vehicles are at research level, refining technology and not yet operational in the industry. However, some new model vehicles have been equipped with semi-autonomous technologies. FDOT Initiatives Florida's legislation, passed in 2012, encouraged the safe development, testing and operation of motor vehicles with autonomous technology on public roads of the State. In addition to this legislation, no other state regulations prohibit nor specifically regulate the testing or operation of autonomous technology in motor vehicles on public roads. Miami-Dade County Initiatives Miami-Dade County is considering launching a pilot for autonomous shuttles. CONCLUSION The Transportation Department is seeking input from the Neighborhood/Community Affairs Committee on whether to explore joining with Miami- Dade County in its test efforts or to pursue a solicitation to bid from all of the technology providers to launch a brief test program of their technology on Miami Beach.
